BACKGROUND
JOB DESCRIPTION
The Program Assistant will support the Coastal and Marine program in implementing projects to a high standard, including projects already in progress, as the “Coastal Resilience to Climate Change initiative: Nature based solutions for building resilience in vulnerable coastal communities in Mozambique”.

The Program Assistant is responsible for assisting the Senior Program Officer and the Programme Coordinator/Country Representative in the day-to-day execution of the project: draft Terms of Reference for assessments/consultancies, budgets and progress reports, monitoring some tasks of project development and deadlines and preparing submissions of technical reports.

He/she will be in charge of the logistical organization of meetings and field visits, as necessary as well as to contribute technically to the progress of the activities. The Program Assistant reports directly to the Senior Program Officer, while interfacing with other programme managers, project coordinators, finance, HR, admin and communications staff of the IUCN Mozambique and ESARO region.

The assistant will be based in Maputo and will be required to travel to the CRCC project sites and other locations in Mozambique to a maximum of 30% of the time (if required).


DUTIES

More specifically, the roles and responsibilities of the Programme Assistant are as follows:-

Assist in day to day activity implementation, monitoring and evaluation of progress of activities related to the CRCC project;

Carry out financial, logistical and administration support of the project, in coordination with IUCN Mozambique finance and admin team;

Assist in organizing different project events with people of concern and other stakeholders (e.g. discussions, meetings, workshops, training sessions, knowledge sharing events, and promotional opportunities for the project) and delivery of communication products

Help conducting training sessions for the project to meet identified training needs and participate to field visits to check the progress of activities;

Work closely with the project partners and stakeholders at central, provincial, district and community levels and provide support in implementing the field activities

Help with the revision and evaluation of the deliverables of the project partners;

Provide support in identification, drafting and implementation of community subprojects for adaptation and resilience;

Ensure strong information flows between all interested parties concerned by project where the Assistant will be assigned regarding the workflow;

Assist the Project Management Team in preparing project documents and reports, including donor reports (quarterly and annual), event reports, case studies, fact-sheets, and web-stories;

Assist in collecting information on the impacts, lessons, and challenges of the project in a gender perspective;

Support the development of tools and communication materials around the CRCC programme, including the writing of small news for the website or contribution to any useful communication material (i.e. leaflet, brochures, article);

Assist IUCN Mozambique Program Units in project development;

Carry out other relevant tasks assigned by, and mutually agreed with Senior Programe Officer and Programme Coordinator/Country Representative Program Coordinator, from time to time.
REQUIREMENTS
  • A Bachelor’s Degree in Administration, Natural resources /Environmental Science or a related field.

• At least 3 years of relevant work experience in climate change and environmental management projects or project management

• Good knowledge and background on coastal and marine environment within the Mozambican context is an added advantage

• Proven experience in administrative and technical assistance (including planning, implementation, budgeting, and monitoring) projects

• Knowledge of coastal and marine conservation, adaptation and resilience issues and their linkage with livelihoods and sustainable development issues;

• Demonstrate skills to deal with and good understand gender matters

• Editorial ability of proven technical, communication outreach and administrative documents.Computer literacy in relation to office applications (word processing, spreadsheets, PowerPoint) use of internet and online communication tools;

• Excellent verbal and communication skills in Portuguese and English is a must.
