BACKGROUND
The Programme Officer will provide strategic support to the growth of the Drylands Resilience Programme, including taking lead in the implementation of key projects like the Building Drought Resilience Programme (BDRP) both at national and site level.

BDRP is a scale up of the Building Drought Resilience (BDR) project and a foundational project of a larger multi-year regional BDRP programme. The project builds on a detailed situational analysis of the regional climate change vulnerability assessments that depict an increased exposure to climate-induced drought risks for communities, ecosystems and economies in the dryland areas. Austrian Development Agency (ADA) has been supporting IUCN BDR in Kenya and Uganda since 2012, through two grants, one of which specifically targeted the Tana and Aswa-Agago basin. In the last 6 years IUCN has focused on increasing natural resource management capacity within target catchments. The overall objective of the BDRP is to strengthen the resilience of communities, to the impacts of increasingly severe and frequent climate disasters within well-managed river catchments and ecosystems. In the next three years (2019 – 2021), with the support of the ADA, IUCN proposes to focus the scale up of the BDR into BDRP by focusing on the following outputs:

(a) Institutional governance for climate resilience: Capacity development, participation, coordination and learning for climate-responsive mitigation and adaptation actions within catchments and landscapes with a focus on community level is improved.
(b) Sustainable catchment restoration and management: Integrity, functioning and productivity of catchments and ecosystems is enhanced by appropriate techniques for restoration, and sustainable management
(c) Inclusive climate smart finance: Climate resilience inclusive finance is available for livelihood enhancement and as an incentive for ecosystem restoration
(d) Climate resilient value chains: Climate resilient value chains that promote enterprise development are strengthened.
