BACKGROUND
The mission of the Human Resources Management Group (HRMG) in IUCN is to actively and transparently promote and monitor effective, equitable human resources policies, procedures and practices that adhere to best practice standards.

HRMG works in partnership with line management around the globe, to whom it provides expert advice for the purpose of attracting and retaining a qualified and motivated workforce. It is also instrumental in ensuring that IUCN provides career opportunities at all levels and that staff members are treated equitably.

The main responsibility of the Human Resources Manager, Headquarters, is to organize and manage the work of the HRMG at the Headquarters level (Gland, Switzerland) while providing support and advice to the Global Director - Human Resources Management Group in all HR aspects relating to IUCN Headquarters.

This includes but is not limited to the development of policies and procedures, recruitment, compensation and benefits, performance management, employee relations, legal issues and, very importantly, strategic advice to Global Directors, Directors and Heads located in Headquarters.

Due to the nature of the job, this position works alongside the Human Resources Manager, Global HR Services, who has complementary responsibilities at the global level.
JOB DESCRIPTION
Under the overall supervision of the Global Director - Human Resources Management Group, the responsibilities of the position are to:

• Lead (with the assistance of two direct reports) the human resources management services of the Headquarters of the IUCN Secretariat in Gland, Switzerland;
• Ensure that human resources management policies and practices are in force, with due regard to IUCN’s Code of Conduct and Professional Ethics as well as the local labour laws of Switzerland;
• Proactively develop, implement and communicate human resources policies applicable to Switzerland, under the framework of global HR policies and principles;
• Provide advice and support to senior management and staff on HQ HR-related issues, including career and succession planning;
• Manage the recruitment and selection processes for HQ-based staff, including establishment of Terms of Reference, vacancy announcements, shortlisting, organizing interviews, checking references and establishing contracts of employment;
• Ensure that the Swiss-based payroll, internal tax system and expatriate staff allowances for staff in HQ are properly administered, by performing regular checks and balances;
• Provide advice to staff on the statutory social security system, pension plan and staff insurances for HQ-based staff;
• Maintain the local Conditions of Service for Switzerland;
• Ensure that staffing cost budgets for HQ-based positions are prepared, being informed of proposed positions and approved recruitments;
• Manage termination and departure processes and advise line management;
• Ensure the relocation of staff to and from Switzerland is properly managed;
• Oversee the organization of induction days in HQ and approve requests for training;
• Ensure proper maintenance of HQ data and information in the HR Management System;
• In collaboration with the Global Director - Human Resources Management Group, ensure proper liaison with the Staff Liaison Committee;
• Provide human resources management services and advice to the Ramsar Convention Secretariat, TRAFFIC International and other organizations that second staff to IUCN;
• Ensure the proper implementation of the Planning and Performance Appraisal system. Train managers on the use of the performance appraisal system in HQ;
• Monitor quality of performance appraisals and individual workplans in HQ and provide advice where necessary.
REQUIREMENTS
  • At least 10 years' experience in a human resources role in a multinational environment.

• Advanced degree in HR management, law, business administration, or equivalent experience.

• Excellent knowledge and hands-on experience of employment laws and practices in Switzerland.

• Proven generalist experience in all areas of human resources.

• Experience in the analysis and development of policies and procedures.

• Experience in the use of Human Resources Information Systems.

• Excellent interpersonal skills to work and communicate effectively in a multicultural environment and across a range of cultural environments.

• Ability to synthesize information.

• Proactive, responsive and committed to client service.

• Excellent organizational skills and attention to detail.

• Capacity to work on own initiative.

• Strong team player with the ability to delegate.

• Good knowledge of office computer applications (spreadsheet, document processing, etc.).

• Fluent French and English, both written and spoken are essential. Knowledge of Spanish is an asset.
SALARY
The gross annual salary for this position is between CHF 123'265 and CHF 154'081, subject to deductions for social security contributions and second-pillar pension, and before tax. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
