BACKGROUND
JOB DESCRIPTION
MAJOR RESPONSIBILITIES:

Under the guidance of the Country Coordinator (CC), IUCN China, with close collaboration with
technical and operational staff, the Programme Officer will coordinate, develop and implement
the assigned projects and initiatives, to ensure effective and timely development, planning,
delivery, monitoring, and evaluation of programmatic initiatives for IUCN China.

The main responsibilities are:

i. Implement and manage assigned projects and initiatives;

ii. Support programmatic development;

iii. Perform other programmatic responsibilities;

iv. Support organizational matters of IUCN in China.

9. SPECIFIC DUTIES:

9.1. Projects and initiatives

Support the CC and other programme staff to undertake the project cycle management, from
planning, implementation to M&E, of the assigned IUCN China projects, especially those on
OECMs, restoration and climate change;

Undertake the needed project management processes following the IUCN systems and
protocols, including but not limited to annual planning and budgeting, work plan development
and progress tracking, project budget schedule implementation and control, project progress
monitoring and reporting, project finance and administration;

Undertake direct implementation of activities as needed, including but not limited to research
and analysis, technical documentation formulation, and management of procurements and
contracting etc., as well as organization and facilitation of technical events, in order to achieve
the expected results and outcomes.

Undertake monitoring and evaluation for assigned projects including the development and use
of performance indicators for quality management, and production and submission of quality
progress reports, and participate in related reviews and evaluations, as necessary;

Support the coordination and communication with donors, including needed performance of
contract duties, frequent communications, timely submission of plans, budgets and reports, etc.;

Coordinate and communicate with partners and stakeholders for smooth project implementation,
including organization of meetings, regular updates, development and circulation of
documentation and communications etc.

Actively leverage other technical, financial, policy and partnership support into the assigned
projects, especially including developing proposals and concepts.

Liaise closely with IUCN Secretariat’s thematic units, Members and Commissions to ensure
outputs and commitments identified in projects are delivered in a timely and effective manner
and any resulting products are of high quality.

9.2. Programme and Project Development

Work with the CC and other IUCN China staff in seeking new funding opportunities with donors,
members and partners;

Provide programme development support in the preparation of project concepts and proposals,
and delivery of fundraising efforts.

9.3. Other programmatic responsibilities

Support the knowledge development and management efforts of IUCN China, including
close collaboration with related technical staff of IUCN China and partners;

Support the coordination and relationship management with key expert groups established by
IUCN China, including the KBA expert group and OECM expert group;

Present in external and internal events and fora to introduce and increase the profile of IUCN.

9.4. Organizational matters

Support the overall organizational matters of IUCN China;

Undertake any other tasks as may be assigned by, and mutually agreed with the line manager.

Please Note: The above TOR contains the main responsibilities and duties of this position. However in an ever evolving organisation such as IUCN staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular TOR. Where any task becomes a regular part of staff member’s responsibilities, the TOR should be changed in consultation between the manager, the staff member and the HR Unit. Any one of the three may initiate the
consultation.
REQUIREMENTS
  • Postgraduate degree in natural resources management, ecology, environment, development,
economics, or a relevant field.


• At least 3 years working experience in a relevant field, preferably on conservation, restoration, natural resource management, or environmental protection.

• Experience in programme/project management and implementation is preferred, including planning, execution, M&E, and technical and financial management and reporting.

• Hands-on experience in ecosystem restoration projects in China is a plus.

• Ability in writing of technical and formal documentation, including proposals and reports.

• Ability to work under pressure and to meet and deliver deadlines.

• Good analytical, interpersonal, facilitation, and teaming and networking skills and ability.

• Experience and ability to work in a multicultural and multi-perspective environment and needed awareness of governance, environmental and socioeconomic contexts of China, and cultural awareness and sensitivity to diversity and gender issues.

• Computer literate in standard software applications; Proficient in the use of office applications (Office 365) and web-based management systems.

• Willingness to travel.

• Native Chinese speaker with good fluency in written and spoken English.
