BACKGROUND
IUCN, the International Union for Conservation of Nature, is a membership based union uniquely composed of both government and civil society organizations. It provides public, private and non-governmental organizations with the knowledge and tools that enable human progress, economic development and nature conservation to take place together.

IUCN is implementing some components of the project titled “Reversing deforestation and degradation in high conservation value Chilgoza Pine Forests in Pakistan” in partnership with FAO. This is a Global Environment Facility (GEF)-funded FAO implemented project. The project is a part of the “The Restoration Initiative” with the objective of improved local livelihoods through increased productivity and enhanced services and functions of the Chilgoza forests of Pakistan. The project is operative in Sherani district of Balcohistan, South-Waziristan Agency of FATA, Chitral district of Khyber Pakhtunkwa and Diamer district of Gilgit-Baltistan. The Component 1 of the project is related to strengthen regulatory and policy environment for integrated and sustainable management of Chilgoza forest ecosystem. The Component 2 is related to the implementation of Chilgoza forest landscape conservation, restoration and value chain development at community level. The Component 3 will be addressing matter related to strengthening local institutions for integrated and sustainable management of Chilgoza forest ecosystem, while the Component 4 is covering knowledge, partnership, monitoring and assessment of Chilgoza forest ecosystem. The project will bring around 30,000 hectares areas of Chilgoza forests under sustainable forest management through active participation of the local communities. This will also include 3600 hectares under Assisted Natural Regeneration and 800 hectare under agroforestry and farm forestry. The project, besides local benefits, will also contribute to the global environmental benefits by reduction of CO2 an estimated at 2,782,420 tonnes per year (direct) and 7,946,640 tonnes per year (indirectly).
JOB DESCRIPTION
MAJOR RESPONSIBILITIES:

The incumbent will be responsible for implementing the project reporting to Manager Islamabad Programme Office.

The incumbent will also be responsible for coordinating with Government of Gilgit Baltistan(GB), Balochistan and Khyber Pakhtunkhwa (KP) for developing, managing, co-ordinating and providing support in the effective implementation of the project activities at GB, Balochistan and KP. The incumbent will also collaborate with other partners in the said provinces and liaise with the donor for implementation and reporting in coordination with Manager Islamabad Programme Office.

S/He will be expected to demonstrate the project management and conceptual input in natural resource management in general and in Chilgoza Forest management, restoration in particular. S/He will be expected to have clear idea of the functioning of government departments, civil society, local organizations and area context. The incumbent will be expected to be well aware of the Chilgoza Forests of Pakistan.

SPECIFIC FUNCTIONS AND DUTIES:

1.PROGRAMME MANAGEMENT AND DEVELOPMENT:

Overall management of the project activities in the IUCN component in co-ordination with FAO Pakistan.

Organize the inception workshop in coordination with Manager Islamabad Programme Office and respective government departments of all provinces.

Prepare work plans and progress reports as per the project document and signed agreement.

Implement the project activities on restoration of Chilgoza forest in Pakistan in co-ordination with the provinces and FAO, as per the project document and as per IUCN rules and regulations.

Liaise with the respective government departments for the effective implementation of the project as well as exploring further opportunities for expansion and enhancing the impact.

Explore opportunities for resource mobilization for the extension of project beyond 2020 and other relevant programme development in GB, Balochistan and KP.

Organize and co-ordinate capacity building initiatives and events in select districts as per work plan, especially on ROAM and other forest landscape restoration.

Co-ordinate and join the team in related programme development.

2.TECHNICAL SUPPORT:

Provide technical guidance and support in all interventions related to the project.

Technical support to develop a replicable sustainable forest management and forest and landscape restoration framework for Chilgoza forest ecosystems in the four selected districts using participatory methodologies.

Explore and co-ordinate the work on the Chilgoza value chain in Pakistan with focus on select districts in the project.

Organize the work on Policy framework, Institutional Strengthening and Disaster Risk Management Planning and Management.

3. OVERSIGHT AND QUALITY CONTROL FUNCTIONS:

Keep track of project budget and ensure that the project expenses are strictly in line with the budget and expenses are made as per IUCN procedures for requisite approvals. Strict monitoring of the expenses against budget is done on monthly basis and monthly expenses are regularly assessed and monitored.

Develop the documentation and project reporting on both, activities and financial as per agreed timelines.

Submit monthly financial and progress reports of the implementation of project activities along with plan for next month.

Ensure that lessons learnt through the project are documented and internalized in IUCN Pakistan’s current and future work and shared with donor when required.

Collaborate and ensure that the M&E system is in place as per the goals and objectives of the
Project.

4. NETWORKING AND REPRESENTATIONAL FUNCTIONS:

Coordinate with government line departments, donors, partners and stakeholders in implementation of project and day to day matters and meetings in coordination with Manager Islamabad Programme Office.

Maintain regular donor coordination in collaboration with Manager Islamabad Programme Office and Country Representative.

Maintain coordination with Pakistan National Committee members, other organizations and stakeholders working in GB, Balochistan and KP on other development projects.

Participate and represent IUCN in the related events and meetings on Chilgoza forest as well as overall forestry in Pakistan.

Co-ordinate with all the resource persons and experts for specialist tasks as required for the project activities.

5. OTHER FUNCTIONS:

Support the development and maintenance of a dynamic and enabling culture and spirit at all provinces.

Provide active input to the formal and non-formal fora of IUCN.

Manage the project for optimum effectiveness and productivity.

Supervise and guide in oversight and quality control functions.

Responsible for the administrative and managerial tasks of the project.

6. Carry out any other relevant tasks as required by and mutually agreed with the line manager/ supervisor(s).
REQUIREMENTS
  • The incumbent should have Master's degree in Forestry with preferable experience in Chilgoza Forest management, restoration.

• At least 7 years experience with international organizations, preferably in development of projects and programme/project management in the development sector, with the ability to lead a team.

• Demonstrated experience in applying Results Based Management tools in managing complex donor - funded projects.

• Demonstrate strong collaboration and liaison with the relevant Government departments.

• Expertise in project formulation and implementation will be an added advantage.

• The candidate must be well versed in written and spoken Urdu/English with strong analytical and interpersonal skills, positive attitude and ability to work in a team and willing to travel in connection with project activities.
