BACKGROUND
POSITION IS OPEN TO ALL QUALIFIED CANDIDATES

Under the supervision of the Regional Director and the guidance of the Global Director Human Resources, the Regional Human Resources Manager (RHRM) will maintain and enhance IUCN Eastern and Southern Africa human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. She/he will play a major role in the technical oversight of HR operations, facilitate building and retaining of a competent, motivated and productive workforce and work towards the implementation of IUCN policies and global best practices across the Region. Overall, the RHRM will provide both tactical and strategic support to the Regional Director, IUCN ESARO in ensuring the delivery of HR services across IUCN Eastern and Southern Africa Region.
JOB DESCRIPTION
- Play a lead role in the technical oversight of HR functions and operations across Eastern and Southern Africa

- Support the achievement of business objectives by providing strategic HR advice to the regional leadership team ensuring HR needs are identified and addressed as part of the business.

- Build capacity of the Country Office HR Focal Points to support line managers in people management by identifying common learning needs and tools to address them and, facilitating the cross exchange of knowledge and skills to ensure that HR has adequate capacity to deliver and that the individual competencies of the HR focal points are shared and fully utilized.

- Advise the Senior management team on human resource strategies, planning and management in line with organizational policies.

- Play a lead role in the management of the Human Resources Management System (HRMS) in Eastern and Southern Africa.

- Provide advice on employee relation issues (including disciplinary and grievance, capability, whistleblowing, compliance to staff code of conduct etc.). Manage and resolve complex issues when needed.

- Support all talent management process in the region. This includes implementing and administering effective and timely recruitment processes in the hiring, developing and retaining the best talents available to support the strategic human resource needs, promoting diversity, gender equality, equity, transparency, and consistency in the selection and placement of staff.

- Coordinate the implementation of the Performance Management System in ESARO ensuring that performance planning and appraisal reports and talent reviews are undertaken on time.

- Assist with the negotiations with external organizations/agencies on HR matters such as, secondment and internship agreements etc.

- Establish relationships with the relevant labour authorities in the respective Country Offices to ensure organizational compliance with statutory requirements.

- Support the HR Officer in effective contract management.

- Serve as the Focal Point for consultancy matters in the region and advise and guide country HR focal points and contract managers on procurement processes.

- Support Global Director Human Resources in implementing a competitive and equitable compensation strategy in IUCN Eastern and Southern Africa.

- Support the Regional Director in the development and implementation of regional capacity building and career development programmes based on organisational and employee needs in the region while ensuring financial viability.

- Develop and implement capacity building and career development programmes based on organisational and employee needs (including improved performance management competencies and entrepreneurial skills).

- Undertake periodic reviews and recommend revisions of staff benefits and allowances in the Eastern and Southern Africa Region, in collaboration with the country HR focal points and in compliance with global standards and coordinate the submission to Senior Management Team and subsequent implementation.

- Work closely with the Head of Finance on staff headcount in the annual budgeting process, including costing of all positions.

- Supervise staff cost budget related functions of the Eastern and Southern Africa Region.

- Work with the Regional Director to foster, strengthen and maintain strong and positive team dynamics within the region.

- Perform other duties as may be assigned from time to time.
REQUIREMENTS
  • Education:
- Master’s Degree in Human Resources Management, Management, Psychology, Business Administration, Social sciences or related field
- Human Resource certification (i.e. PHR, CIPD or SPHR) an advantage


• Work Experience:
- 8 years HR related experience, with at least 5 years in significant senior role in an International Organization;
- Demonstrated HR Generalist skills and Strong Business Acumen;
- Strong experience in developing and administering HR Management systems and document servers including knowledge of various computerized information process flows; database structure, operations and administration and report development.
- Good project management skills, including financial management and budgeting;
- In-depth knowledge employment law and regional labour legislations in Eastern and Southern Africa;
- Knowledge and experience of HR, business practices and cultures in the African region.


• Language requirement:
- Fluency in English, with excellent verbal and written communication skills. Additional language(s) spoken in the region a plus.

- Willingness to travel frequently in the Region.
