BACKGROUND
This is a local recruitment. Only Myanmar nationals, individuals with residence status or the appropriate employment visa for Myanmar are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Myanmar.
JOB DESCRIPTION
Under the direct supervision of the Head of Office, the Administration and Finance Assistant will be responsible for providing administrative and finance support to IUCN’s project activities in the Myanmar, especially GEF funded projects. The position will be based in Nay Pyi Taw Project Office, Office No 39, Zeya Htarni Road. The work will involve travel to the project sites.

Finance
• Coordinate closely with Asia Regional Finance Unit in Bangkok on all finance related matters such as payments, cash management, project equipment lists and fixed assets (if any) contract management, procurement of services and goods, and assets management.
• Record cash payment details in the approved cash expenditure worksheet (excel spreadsheet) on a daily basis and reconcile cash balance with cash count
• Administer a petty cash account for the Myanmar office and carry out regular cash count and reconciliations, including reconciliation with bank account (if used).
• Ensure timely submission of supporting documents for processing of payments, contracts, and financial reports to ARO.
• Advise and assist staff and consultants in the preparation of allowances and travel claims .
• By the 25th of each month, work with ARO staff to prepare cash forecast for the following month and submit to Hanoi office for review and processing.
• Follow up with staff to clear outstanding advances as per IUCN policy
• By the 1st working day of each month, review the cash expenditure record together with all supporting documents then submit to ARO for checking and processing.
• Ensure that all financial transactions are made in accordance with IUCN regulations and procedures and donor guidelines.
• Assist with audits as required; ensure that recommendations relate to financial management from auditors are implemented.
• Ensure that all records, vouchers, and invoices are properly filed and securely stored.

Administration/HR
• Coordinate closely with the Head of Office and Human Resources Manager, Indo-Burma Group (IBG), Vietnam Country Office on all matters related to Human Resources and Administration including consultancies, procurement (travel, accommodation, purchase of equipment and supplies) and timesheets, and stocktakes
• Ensure that office is kept clean and organized; maintain office filing system; receive and handle visitors.
• Assist staff with cash advance requests and book hotels, flights, taxi, etc. as required.
• Ensure staff maintain timesheets and prepare and submit staff time invoices in accordance with the IUCN timetable
• In consultation with the Head of Office, arrange procurement for the Myanmar office in accordance with IUCN policies and procedures
• Handle logistical arrangements for workshops and other meetings.
• Translate and interpret between Myanmar and English and v.v. as required.
• Maintain good relationship with the representative of the office owner, and ensure staff comply with any requirements

OTHER DUTIES

Carry out any other duties you may be called upon to perform from time to time by your supervisor.
REQUIREMENTS
  • Bachelor's degree in business administration or related fields. At least 3 years of office administration experience.

• Knowledge of basic administrative and financial practices and procedures is essential.

• Ability to independently handle correspondence and office communications using MS Office (word, excel, power point).

• Planning and Organizational skills are essential.

• Proficient in verbal and written English and local language.

• Willing to be based in Nay Pyi Taw.
