BACKGROUND
IUCN is a membership Union uniquely composed of both government and civil society organizations. It provides public, private, and non-governmental organizations with the knowledge and tools that enable human progress, economic development, and nature conservation to take place together. IUCN Sri Lanka’s programs support sustainable natural resource management initiatives of Members and partners. These programs cover conservation and management of critical habitats, policy/legal and institutional support and environmental education and awareness.

The position of Human Resources Business Partner (HRBP) is a non-expatriate recruitment. Only Sri Lanka nationals, individuals with residence status or the appropriate employment visa for Sri Lanka are eligible to apply. The remuneration and benefits package for this position are established with reference to the local labour market and in line with the IUCN conditions of service for Sri Lanka.

The Human Resources Business Partner (HRBP) will be responsible for supervising all Human Resource development, practices, and functions for the IUCN Sri Lanka Office including the HR related functions of the projects managed by IUCN. This position also has oversight to ensure business services are accomplished in an effective, efficient, and timely manner and in compliance with all legislative, policy and procedural guidelines of IUCN and the local labor law, as applicable. IUCN seeks the services of a qualified and competent person to manage the IUCN Sri Lanka Human Resources activities.
JOB DESCRIPTION
The specific duties of the HRBP are as follows:

a. Ensure compliance with local legal requirements by studying existing and new legislation, anticipating new rules, and putting in place measures to meet labor regulations in line with the Host Country Agreement (HCA).

b. Oversee and manage the Human Resources Management System (HRMS) for IUCN Sri Lanka and ensure the successful delivery of operational HR services to all staff.

c. Maintain up-to-date compensation and benefits monitoring reports of existing staff as a tool for comparison and analysis and act as focal person for salary surveys, reviews, equity analysis, and other matters related to total rewards

d. Develop, update and implement the local Conditions of Service (CoS) while ensuring the implementation of and compliance to human resources policies, systems and practices in alignment with the IUCN business plan.


e. Ensure that accurate Terms of Reference are in place for all staff; advise and assist line managers with writing TORS and reviews as necessary

f. Facilitate the recruitment of all staff in Sri Lanka as per the IUCN Talent Acquisition Policy

g. Manage the advertisement of vacant positions and ensure relevant notices are placed on appropriate newspapers and publications, circulated through networks and placed on other online or broadcast media as appropriate

h. Organize candidate review and assessments as well as conducting reference checks

i. Liaise with the Regional HR Office on life and medical insurance policies and ensure that they are always in place for all staff and draw the attention of the Country Representative and the Head of Human Resources, Asia and Oceania in a timely manner to any instances of HR risks, issues, legal compliance, performance and conduct, employee relations, among others, and recommend possible resolutions

j. Administer the contract management of staff including benefits and entitlements administration for all staff concerning issuance of initial contract, renewal, contract variation and revision for contracts of staff, interns, secondees, volunteers, JPOs, outposted/hosted staff and resource persons, etc.

k. Facilitate transactional services regarding administration of benefits and entitlements for all staff such as social security, insurance, taxation, as well as monthly payroll, among others, as applicable. Ensure the separation processes, end of contract payments, and exit interviews are conducted for staff leaving IUCN Sri Lanka

l. Review consultancy contracts for Sri Lanka in line with local labour laws, IUCN’s Procurement Policy, Delegation of Authority and contract review and sign-off procedures

m. Support the implementation of all HR initiatives stemming from the regional office

n. Coordinate with the Finance Unit and the Regional HR unit to ensure payroll reflects accurate salary scales in accordance to staff positions and levels

o. Facilitate the operationalization of the performance management cycle and regularly communicate with all staff in Sri Lanka on performance management related matters.

p. Facilitate the calibration, promotion exercise reviews, talent reviews, development programs and talent matrix mapping.

q. Organize staff training sessions, orientation, workshops, and activities as and when necessary and in line with organizational needs and provide guidance to line managers and staff on performance management and the application of individual work plans, performance improvement plans and performance reviews

r. Identify learning and development needs in Sri Lanka and develop a consolidated Training Needs Assessment to be used for staff training and development

s. Perform other duties as may be reasonably required.
REQUIREMENTS
  • An Advanced University Degree in Human Resources Management, Psychology, Management, Public Administration or other socials sciences.

• A minimum of 5 years of progressive human resources experience, preferably with 2 years of which at the Generalist level. Previous experience of working with the government or regional/international organizations would be desirable, with at least 2 years’ experience in mid-level managerial role and business partnering

• Proven understanding of HR principles; experience of working with HRMS or similar HR tools

• Sound understanding of relevant legislation, policies and procedures

• Skills in team building, problem solving, time management, stress management and negotiations

• Highly motivated and results-oriented individual

• Fluent in English (verbal/written) with excellent communication and presentation skills

• Proficient in the use of computer applications including MS Office (Word, Excel and PowerPoint and other web-based management systems), Email, Internet and ability to learn other organizational applications.
