BACKGROUND
IUCN is seeking to recruit an enthusiastic, innovative and knowledgeable individual as a Project Support Officer. This is a new position and IUCN needs a person with initiative and drive to fulfill its requirements. The position was created to ensure IUCN Oceania’s growing portfolio of programmes and projects will continue to deliver outputs of a consistently high standard. The successful applicant will be a member of a rapidly growing team of professional and support staff focused on achieving conservation outcomes in the region.
JOB DESCRIPTION
SCOPE OF RESPONSIBILITIES:
The successful applicant will be responsible for ensuring that projects undertaken by IUCN in the Oceania Region consistently meet high standards, satisfying the requirements of IUCN and its partners, and contribute to institutional learning objectives.

Specific duties include, but are not limited to the following:
I. Monitoring and Evaluation
Act as IUCN Oceania’s Focal Point for Monitoring and Evaluation by:
• Developing and overseeing the implementation of a monitoring and evaluation plan for IUCN’s Oceania programme, and associated projects, in consultation with programme and project staff;
• Coordinating the collation and analysis of project information and success indicators;
• Guiding programme and project staff in linking monitoring and evaluation to ongoing planning and implementation activities;
• Undertaking field visits, as necessary, to ensure appropriate and timely monitoring and evaluation of projects;
• Collating baseline data as indicators to measure the effectiveness of project implementation;
• Ensuring that best practices and lessons learnt are documented, collated, interpreted and disseminated among IUCN and its partners to allow for continual improvement;
• Liaising with Programme staff and keep relevant managers informed;
• Preparing quarterly and annual Monitoring and Evaluation reports;
• Facilitating the creation and maintenance of relevant databases and software related to data collation and management of Monitoring and Evaluation activities;
• Providing additional support to projects as required;

II. Institutional Learning
Be IUCN Oceania’s Focal Point for Institutional Learning by performing the following duties:
• Train staff in applying results-oriented monitoring and evaluation policies, tools and methods;
• Facilitate the application of best practices and advocate IUCN experiences in results-based monitoring and evaluation;
• Contribute to capacity building involving training, monitoring and evaluation, audits and reviews, and implementation of corrective measures as a way to mainstream lessons learnt in programme/project formulation and system development;
• Promote evaluation standards, quality assurance and control, and capacity building within the Oceania Regional office;
• Contribute to IUCN’s regular publications such as newsletters, website and annual report.
• Provide overall input into ORO programmes, projects, activities and initiatives and offer advice on emerging initiatives;
Any other duties as required by the Regional Programme Coordinator.

REQUIREMENTS
  • Demonstrated interest in conservation management;

• A University degree or equivalent experience in Natural Resource Management or related fields;

• At least 3 years work experience in monitoring and evaluation, knowledge management or institutional learning;

• Familiarity with project management systems and processes, particularly the logical framework process;

• Familiarity with components of institutional learning;

• Ability to meet deadlines and to work under pressure;

• Ability to work in a multicultural environment;

• Capacity to interact effectively with a wide range of people at different levels including donors, the private sector, NGOs, and government officials;

• Highly motivated and results-oriented;

• Ability to work independently and as part of a team;

• Basic analytical skills including analysis of both quantitative and qualitative data;

• Proficient in the use of computer applications including MS Office (Word, Excel and PowerPoint), Email, Internet and ability to learn other organizational applications;

• Strong communication skills in written and spoken English;

• Proficiency in other Pacific languages would be an asset;

• Experience in capacity building and training would be an asset;

• Knowledge of development and environment issues and their complexities in the Oceania region would be an asset.
