BACKGROUND
The Programme Officer Myanmar position is based in Yangon, Myanmar and will be initially for a period of six (6) months, extendable based on mutual agreement and subject to availability of funding.

The role has included managing a “pre-project” phase of information gathering and strategic planning in advance of a 5-year period of investment in priority protected areas in Myanmar financed by the Norwegian Government’s Directorate of Nature Management (DN), and overseen by the Ramsar Secretariat.

The Program Officer will communicate and coordinating with partners and stakeholders, including international and national NGOs and the Myanmar government in implementing IUCN projects in Myanmar.
JOB DESCRIPTION
MAJOR RESPONSIBILITIES

In addition to representing IUCN in Myanmar, the PO will support implementation of the following projects:

• EU-funded Myanmar Environmental Rehabilitation-conservation Network (MERN) small grants program.
• Critical Ecosystem Partnership Fund (CEPF) Regional Implementation Team (RIT).
• BOBLME-funded Myeik Conservation Coalition.
• DN/Ramsar-funded protected areas assessment.
• UNESCO-funded World Heritage Site (WHS) Tentative List (TL) preparation.
• Mangroves for the Future (MFF)-funded outreach activities

Tasks

• Serve as the focal point for coordination with MERN, supporting the implementation of all activities under this project, including the management by MERN of a small grants program, and efforts to build the capacity of MERN to support its members, and increase the operational capacity of its members.
• In coordination with IUCN staff in Bangkok, support MERN in managing the grant-making, outreach, coordination, and capacity-building roles of the CEPF RIT in Myanmar.
• In coordination with IUCN staff in Bangkok, lead the implementation of activities to establish and lead a Myeik Conservation Coalition, including national and division-level workshops, field research, and the preparation of a situation analysis of the Myeik Archipelago.
• In coordination with the Ramsar Secretariat, work with the DN and the Ministry of Environmental Conservation and Forestry (MOECAF) to begin implementation of DN-funded projects at priority Protected Areas in Myanmar. This work will build upon the DN/Ramsar “pre-project” phase.
• In coordination with UNESCO offices in Yangon and Bangkok, IUCN’s Global World Heritage Program, and IUCN staff in Bangkok, lead the preparation of a natural WHS TL for Myanmar.
• In coordination with the MFF Secretariat in Bangkok, support activities needed for Myanmar to become a full member of MFF in 2014 including formation of a National Coordinating Body and preparation of an MFF National Strategy and Action Plan.
• For all projects, ensure effective communication and coordination with government and NGO partners and donors.
• Provide advice and technical assistance to FREDA and FOW, IUCN’s two local NGO members in Myanmar, as required.
• Contribute written material to donor reports and funding proposals, and prepare web stories and other communications products, as required.

Other duties

Carry out any other duties as required by, and mutually agreed with, your line manager.
REQUIREMENTS
  • Masters’ degree in environmental science or a related field (coastal/marine management, natural resource management, protected areas, etc.).

• At least five years of experience working in the field of environmental sciences/natural resource management, ideally in Asia.

• Experience working with a diverse range of partners such as international organizations, NGOs, and government departments.

• Willingness to be based in Yangon, Myanmar

• Excellent English communication skills
