BACKGROUND
JOB DESCRIPTION
MAJOR RESPONSIBILITIES:

The Programme Officer, Water Programme, Asia is a key member of the regional thematic programme providing technical support to the Head, Water Programme, Asia in delivering the technical program of IUCN at the regional level in Asia.

The position will focus on supporting implementation of a range of projects within Water Programm’s current project portfolio as well as working with the Water Programme Head to develop new programme opportunities across the Asian Region within the framework of the results identified within IUCN Asia’s Intercessional Programme 2009- 2012. Further the position will contribute toward the strategic growth of the Water Programme, Asia.

The position will engage with government partners, donors, research institutes, civil society organisations on a regular basis for the implementation of various projects of Water Programme, Asia.

SPECIFIC DUTIES:

Specific duties and responsibilities for this position include:

1. Provide technical support to the implementation of the following water projects:
a. Ecosystem for Life Project (E4L)
b. Mekong Water Dialogue Project (MWD).
c. Building River Dialogue and Governance Phase 2 (BRIDGE-2)

2. Assist in the development of concepts and proposals (in technical consultation with the Head of Water Programme and negotiate with bilateral and multilateral donor agencies for funding.

3. Support in knowledge management for the Water Programme.

4. Support Head, Water Programme and Programme Manager, Water Programme in developing and administering the work plans, budgets, internal agreements, contracts, financial resources and project development pipeline of the Water Programme and ensure the timely delivery of physical and financial progress reports.

5. Contribute to the production of relevant technical reports and outputs as stipulated in the yearly work plans of the Water Programme.

6. Distil learning from research studies for preparation of communication material for dissemination of the Water Programme’s project activities and results to a wider audience in Asia and globally.

7. Lead in identifying and maintain high level networks amongst regional organisations associated with Water Programme’s projects.

8. Represent Water Programme, ELG or the Asia Programme as requested in national, regional and international fora.
REQUIREMENTS
  • Bachelor's degree or higher in Water and Wetlands, Natural Resources Management, or other related fields

• At least 3 years experience in a relevant position, preferably with an International Organization, International NGO or an International Corporation

• Experience in planning, implementation , monitoring and reporting of projects

• Experience in writing project proposals, fundraising and in sound financial management

• High level of computer Literacy (Standard software, Internet, E-Mail, etc.)

• Excellent command of written and spoken English is essential

• Ability to work effectively with diverse multicultural and multidisciplinary teams

• Ability to cope with varied workload and flexible working hours

• Experience in managing and maintaining websites an advantage

• Experience in producing communication products, i.e., project newsletter, fact-sheet, brochure, leaflet, etc. for programme and project communications, an advantage
