BACKGROUND
Under the overall guidance of the Country Representative, India, the Programme Manager, India will oversee the coordination, implementation and timely delivery of the IUCN India high profile projects, including but not limited to, Himalayas for the Future (HFF), Arth Ganga: Sustainable Agriscapes for Future and the Integrated Coastal Zone Management Programme’s: Community Participatory Monitoring.

At the country level, this would entail effective and timely development, planning, delivery, monitoring, and evaluation of an integrated and coherent programme profile for IUCN India. To achieve this, the Programme Manager, India will work in close collaboration with all programme/project technical staff and support the Country Representative in enhancing the profile of IUCN India, liaising with senior government officials at State and Central levels, as well as senior corporate personnel. The Programme Manager, India will also take the lead in developing new project concepts and proposals including the proposals for Global Environment Facility (GEF) and Green Climate Fund (GCF) through liaising with State government and Central Ministry level officials.
JOB DESCRIPTION
Project and Programme Oversight
Support the Country Representative (CR) in effectively coordinating the IUCN India Programme through timely implementation of high value, strategic projects, and to this end:

• Lead the strategic engagement of development partners;
• Supervise and monitor implementation of programmes/projects;
• Oversee annual work plans and budgeting across programmes/projects;
• Lead the effective coordination of the process of project planning, implementation, monitoring and reporting in accordance with guidelines established for the Asia Region and globally;
• Ensure that the project staff comply with Project Appraisal System (PAS) guidelines
• Ensure the development of project-wise work plans, technical project team constitution, quality monitoring protocols and;
• Work with the CR on matters related to preparation of programme/project budget and donor contracts, integration of annual work planning and budgeting, and new financing mechanisms;
• Liaise closely with programme/project teams to ensure outputs and commitments identified in work plans are delivered in a timely and effective manner and any resulting products are of high quality;
• Integrate monitoring and evaluation in the work of all projects including the development and use of performance indicators for quality management;
• Lead programme and project evaluations and participate in related reviews, as necessary;
• Ensure that lessons learnt in various projects are documented and internalized in the current and future work of IUCN at the country office.
• Ensure regular project reporting requirements by both donors and IUCN Asia Regional Office (ARO) are met (e.g. Quarterly Progress-Reports & Annual Report);
• Ensure strong links between communications/knowledge management and project coordination and delivery; and
• Be directly responsible for the management of thematic programmes and/or projects, as required, playing the role of Project Manager.

Strategic Project Development
• Network with donors, government and other partners to assist in fundraising
• Through Government and Donor relation management
• Through communication and information flow on projects and programme
• Liaise with Implementing partner organisations and institutions in the country
• Provide technical support to Projects and Programmes
• Where needed, assist external partners in the design and implementation of programmes/projects
• Develop Programme strategy in consultation with the Country Representative
• Provide technical support and oversight on programme/project portfolio
• Coordinate with the Asia Regional Office on multi-country projects on which India is the participating country
• Ensure that programmes/projects relevant to India involve IUCN members and Commission members and in line with the government's priorities within the IUCN programming framework.
• Lead the proposal development initiatives in IUCN India including resource mobilization and coordination with governmental, non-governmental and other civil sector partners, as well as with members of the international community.
• Coordinate with the Country Representative and Programme Coordinator in mapping out programme development and strategic priorities for IUCN India.
• Provide project development support to staff in the preparation of project concepts and proposals, including facilitating technical input and reviews from thematic experts, as needed.
• Support the CR and Programme Coordinator in seeking new funding opportunities by developing innovative alliances with donors, members and partners and producing quality project proposals in close cooperation with both technical staff and with Regional Thematic Programmes;
• Work with the Country Representative and Finance on matters related to financing and sustainability, notably, updating and review of ABC list, preparation of project budget and donor contracts, integration of annual work planning and budgeting, and new financing mechanisms;
• Lead the technical teams on specific current projects, among others, Himalayas For the Future, Sustainable Agriscapes, Earth Ganga BRIDGE GBM-India component, Community Participatory Monitoring under Integrated Coastal Zone Management Programme of Government of India.
• Ensure maintenance of the project details in a timely manner in the IUCN project portal; and
• Support the CR and PC in conducting regular programme meetings to monitor progress of all planned and ongoing initiatives and activities.

Mentoring technical staff and building effective project teams for timely delivery of project outcomes
• Mentor, guide and assist technical project staff in using the tools and techniques available in IUCN for Project Cycle Management, vis-à-vis work planning, implementation, monitoring and evaluation (M&E) and reporting;
• Undertake specific capacity building measures and activities (training, mentoring, other) tailored to staff requirements as necessary;
• Provide overall guidance and advice on project development, proposal writing and donor intelligence;
• Identify needs for technical support and recommend to the CR and PC on how these may be met.
• Manage the performance of individual reporting staff members in line with objectives, milestones and success criteria identified; and

Undertake any other tasks as may be assigned by, and mutually agreed with the line manager.
REQUIREMENTS
  • Advanced University Degree in Forestry, Conservation Biology, Project Management, Economics, environmental conservation Natural Resource Management, or a relevant field.

• Minimum 8 years of progressively responsible experience in programme/project development, management, monitoring and evaluation.

• Demonstrated ability to liaise and coordinate with government entities and various stakeholders.

• Proficient in the use of office applications (MS Word, Excel, PowerPoint) and other web-based management systems.

• Proven experience in developing, fundraising, and managing large scale projects in relevant areas of work.

• Excellent relationship management and communication skills with the ability to work in a dynamic team environment.

• Proficiency in Microsoft Office Suite

• Willingness to travel.
