BACKGROUND
- Assist the Regional Finance Manager in controlling the administration of all financial, treasury and accounting activities in accordance with IUCN policy and in compliance with fiscal, legal and statutory requirements in Jordan.
- Provide programme and project managers in the ROWA with appropriate financial management support for efficient and effective project implementation, including the provision of relevant and timely financial management information.
JOB DESCRIPTION
1. Accounting and Reporting

• Ensure the proper update and maintenance of the accounts so that the accounting system provides the basis for an efficient financial information system for both internal and external users and is compliant with internationally accepted accounting principles, legal and statutory requirements and IUCN policy.
• Review all accounting-related transactions for projects and programmes (payment vouchers, receipt vouchers, debit and credit notes, time sheets and staff time invoices, correcting journal entries)
• Ensure that project financial reports are provided to project managers on a timely basis.
• Review project financial reports with programme managers and provide advice and follow up as required.
• Prepare financial reports for donors ensuring compliance with donor reporting requirements.
• Prepare Banks reconciliation at month end.
• Follow up with IUCN ROWA staff with regards to their personal accounts, including charges for the personal use of phone and vehicle
• Review completeness of payment requests elements and supporting documents and perform vendor analysis as per IUCN financial guidelines and checklists.
• Conduct month end closing process after ensuring regular booking and cross charging of management fees, staff time, project income and monthly depreciation, under the supervision of the Regional Finance Manager.

2. Planning, Budgeting and Forecasting

• Assist programme staff in the preparation of project budgets, and the regular monitoring of actual expenditure against budget, and ensure compliance with guidelines and policies on planning and budgeting.
• Provide cost data of the various resource inputs to programme personnel to enable them to prepare and update project budgets and provide assistance when required.
• Assist in the maintenance and monitoring of the project portfolio database.
• Provide guidance to Programme staff in the preparation and review of any proposed agreements/ contracts with external parties, including implementation agreements with partner organizations, small grant recipients, external donors, service providers and consultancy contracts.
• Provide guidance to Programme staff on compliance with donor guidelines, including staff charge-out rates, and the provisions of donor agreements.

3. Payroll

• Ensure that the Staff time and time sheet for project staff are booked on a monthly basis.
• Prepare staff salaries and social security calculations and assist with payroll related matters

4. Audit
• Assist the Regional Finance Manager with audits by providing information and documents to internal and external auditors.
REQUIREMENTS
  • Bachelor’s degree in Accounting or related field

• Minimum of five years of accounting experience, preferably in the not-for-profit sector

• Computer literate with significant experience in excel, accounting package knowledge (SUN system, NAV etc.) is an asset

• Effective communication skills, both written and verbal

• Fluency in English and Arabic

• Ability to prioritize among multiple tasks and make decisions

• Knowledge of EU finance reporting regulations
