BACKGROUND
With a comprehensive rights-based framework underpinning its conservation and sustainable development efforts, IUCN recognises that protecting and promoting the rights of women, Indigenous Peoples and local communities, and is fundamental to meeting its mission. IUCN's Global Programme on Governance and Rights (GPGR) is focused on advancing the realisation of a human rights-based approach to conservation, leveraging the unique role and ability of IUCN to engage a wide range of actors within and beyond the conservation sector.
GPGR focuses on delivering the following thematic areas of work:
• Ensuring that the IUCN Secretariat and its Members demonstrate leadership at global, regional and national levels by upholding and enhancing gender equality in environmental decision-making and programming spheres;
• Supporting and facilitating an Indigenous Member-led and self-determined strategy and mechanisms that mobilise, engage and coordinate action on conservation and natural resource management and indigenous rights, at the global, regional and national levels; and,
• Promoting and supporting equitable and effective natural resource governance, including by using the Natural Resource Governance Framework to enable decision-makers, rights-holders and practitioners to assess and strengthen governance of natural resources.
The Communications Officer, Governance and Rights, supports strategy, coordination and delivery across the GPGR portfolio. Specific projects include advancing gender-responsive environmental knowledge, programming and tools; facilitating engagement and learning amongst Indigenous Peoples Organisations; policy guidance and technical implementation support; and more. Strategic, sustained, and coordinated communications are essential to delivery and tracking impact of a wide array of interlinked programming. This position will also help connect with and amplify rights-based, socially inclusive, gender-responsive messaging across the Union. Working closely with the GPGR Director and Communications and Knowledge Officer, it will be expected to have a strong and proactive relationship with theme leads (e.g. on Gender, Indigenous Peoples, and Governance) and other team subject-matter experts. This position is bilingual (English-French or English-Spanish preferred).
JOB DESCRIPTION
The primary duties of the Communications Officer include the following:

Programme-wide support

• Support maintenance of relevant GPGR websites/pages and web, knowledge platforms, and social media to ensure consistent, strategic, timely messaging on GPGR key themes
• Support GPGR Director and theme leads with talking notes, slide packs, metrics reporting, and other communications functions, as needed and as possible in light of project demands
• Guide, edit and coordinate the development, editing and production of GPGR knowledge products (e.g., reports, factsheets, thematic briefs), including to align with IUCN style guide(s) and/or relevant partner, donor or project brands
• Support updating and implementation of a GPGR communications strategy, including toward identifying and taking advantage of key events and opportunities for strategic communications

Project-specific support

• Support implementation of specific project-level communications strategies, including through liaising with partners and donors as required for content-generation and clearances/approvals, for consistent delivery across IUCN’s 10-year partnership with USAID, AGENT—Advancing Gender in the Environment with USAID
• Support AGENT’s networking and communications activities, including with expert working groups and discussion/learning platforms, as well as support knowledge-sharing activities such as AGENT’s webinar series
• Support communications and networking activities of GPGR projects working with indigenous peoples and local communities, including through support to strategic communications planning, preparation of knowledge products, web management, digital storytelling, webinars and newsletters.
• Build the visibility of IUCN’s Indigenous Peoples Summit, which will shape and advance the shared goals of IUCN Indigenous Peoples’ Organisation Members, through the production of web stories and social media amplification.
• Support GPGR in increasing the visibility of IUCN’s Natural Resource Governance Framework (NRGF) and related communities of practice through strategic communications planning, contact management, newsletter support, and digital storytelling.
• Guide GPGR/gender staff on additional project communications activities (such as newsletters, field trainings, etc.,) as needed
• Support GPGR to comply with relevant project donor communications and branding requirements and priorities, develop communications plans, and promote relevant messages, including for strategic events

Union-wide support

• Serve as a second point of contact for GPGR on all communications processes, including liaising with the Director General’s Office (DGO) and Global Communications Unit (GCU) as well as the Library manager and Publications committee and committees, especially as related to Congress preparation and other major IUCN events and convenings
• Effectively support high-level speaking engagements for IUCN on GPGR themes
• In close collaboration with GCU, and following relevant global communications policies and guidelines, help inform social media and media relations on gender-related topics
REQUIREMENTS
  • Master’s degree in a related field, such as international journalism, international development, international law or policy, international relations, women’s rights and gender equality, human rights, or sector-specific environmental fields such as fisheries, agronomy or forestry; strong academic, journalism/media, research, policy and/or other practical application of knowledge is highly preferred

• Minimum 5 years of experience in communications fields, with demonstrated skills, strategy and

• Bilingual fluency: exceptional English language skills (e.g., writing, editing, oral communications) as a primary working language, with a second working fluency also needed (French and/or Spanish very highly preferred)

• Creative and current communications strategies and tools, with demonstrated results reaching and influencing key audiences

• Outstanding ability to multi-task, juggle competing priorities, and meet deadlines

• Demonstrated ability to work cross-culturally, with sensitivity, diplomacy and kindness

• Good working knowledge of IUCN, its mission and members; previous working experience with IUCN or IUCN members or commissions an asset.

• Experience working with USAID or another major donor, in particular for example to shepherd processes and adhere to approvals requirements, highly preferred

• Ability to work effectively at home (during COVID); be based in Washington, DC, and potentially travel (post-COVID); and work flexibly to accommodate coordination across time zones

• Tenacity, sense of humor, and personal passion for GPGR topics highly desirable traits
