BACKGROUND
The Karot Power Company Limited (KPCL), a subsidiary of China Three Gorges South Asia Investment Limited (CSAIL), is undertaking the construction of the 720 MW Karot Hydropower Project on the Jhelum River, in Azad Jammu and Kashmir (AJK). Consistent with the Biodiversity Management (Action) Plan Framework of CSAIL and the International Finance Corporation (IFC) Performance Standard 6, the preparation of a Biodiversity Management Plan (BMP) was recommended in the Environmental and Social Impact Assessment (ESIA) of the Project. The main objectives of the BMP are to develop further the biodiversity mitigation presented in the ESIA, inclusive of determination of environmental flow, hydropeaking management, and to demonstrate ‘No Net Loss’ of biodiversity in natural habitats where feasible, as required by the IFC Performance Standards. In this regard, KPCL has engaged the services of IUCN Pakistan as the “Implementation Organization” (IO) for the BMP of Karot HPP.

The Biodiversity Management Plan is a critical element of the Karot HPP. It was formulated to address regional biodiversity concerns andachieve ’No Net Loss’ under the IFC’s Performance Standard 6. In addition, it addresses the implementation of Protection Level 2 to conserve, protect and restore the biological resources of the Jhelum River Basin. While the BMP is designed to achieve these objectives at the basin level, the need for a management plan for Murree Kahutta Kotli Sattian National Park (MKKSNP) and Azad Pattan National Park (APNP) is triggered by the AJK Wildlife and Fisheries Department, the Punjab Wildlife Department, and the Punjab Fisheries Department respectively in AJK and Punjab. NPMPs for MKKSNP and APNP are expected to strengthen the sustainability of the BMP and, more importantly, the national park itself.

One of the key deliverables of the IO is the development of two National Park Management Offices: one for APNP in AJK and one for MKKSNP in Punjab. Accordingly, the below Terms of References (ToRs) have been developed for hiring staff to carry out activities of APNP and MKKSNP offices for the Karot HPP.
JOB DESCRIPTION
MAJOR RESPONSIBILITIES:
The incumbent will be responsible for implementing financial/administrative activities at National Park Management Office, APNP-AJK/MKKSNP-Punjab - Pakistan in supervision of Supervisor and in coordination with Project Manager, Karot BMP Implementation Project Islamabad Programme Office.

The incumbent will also be responsible to coordinate and report to IUCN Finance/Admin regarding financial and administrative matters, for effective implementation of certain project activities in collaboration with the Karot Power Company Limited and close Coordination with Project Manager, Karot BMP Implementation Project Islamabad Programme Office IUCN Pakistan. S/He will implement financial practices that are compliant with IUCN policies/Internal Control Systems and provide support in financial audits.

S/He will be expected to manage support staff, budgeting, financial matters keeping a thorough inventory and arranging travel/logistics for relevant officials. .

SPECIFIC FUNCTIONS AND DUTIES:

Finance/Administrative and Reporting:
•Provide support in admin/finance matters of the National Park (NP) management office.
•Manage Petty Cash at the field office, maintain imprest account, and prepare reconciliations of Petty Cash/bank on monthly basis.
•Coordinate & Report to IUCN IPO Finance/Admin for financial/administrative matters
•Maintain record in a proper filing system in compliance with IUCN policies
•Prepare monthly project financial reports and submit to project manager
•Prepare a budget for field office regarding project activities and prepare funds request as per field expense requirements
•Supervise support staff and manage duty roster
•Ensure compliance with IUCN internal control systems
•Report finances to IUCN, KPCL, and BM Committee & provide support in financial audits
•Coordinate logistical arrangements for all meetings, workshops, seminars, in house and others;
•Assist with travel and logistical arrangements.
•Maintain project assets inventory;
•Any other tasks that are assigned by the supervisor from time to time

NETWORKING AND REPRESENTATION:
•Coordinate & Report to IUCN IPO Finance/Admin for financial/administrative matters
•Maintain coordination with Project Manager, Karot Biodiversity Management Plan Implementation Project Islamabad Programme Office.

OTHER FUNCTIONS:
•Carry out any other relevant tasks as required by and mutually agreed with the line manager/ supervisor(s).
REQUIREMENTS
  • At least a Bachelors/Master’s degree in Finance/Business Administration or any other relevant degree from a recognized university.

• 2 years of demonstrated Finance/Accounts, Administrative Support, and Project Management experience.

• Good at the application of MS Office and statistical packages like R, Python etc

• Physically fit for travelling/trekking in rugged mountain areas.

• Familiarity with the social, cultural, and geographical context of the project area will be an asset.

• Aptitude for teamwork and fieldwork

• Fair written & spoken English, Urdu, and local languages of the project area and bears excellent communication skills;
SALARY
The gross annual salary for this position is between PKR 725'603 and PKR 907'004. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
