BACKGROUND
The Procurement Officer provides procurement, supplier contracting and technical support and services to all IUCN offices worldwide. The position is responsible for ensuring compliance with IUCN's procurement policies and procedures, and for building capacity within the global organisation to enable procurement to be carried out efficiently and to the highest standard.

Through the dissemination of IUCN procedures and best practice the Procurement Officer will champion efficient and cost effective procurement that respects sustainability, the environment and ethical principles and that results in the best value for money for IUCN.

A key component of IUCN's mission is its commitment to help societies conserve the integrity and diversity of nature and to ensure the sustainable use of resources.

Consequently the position will work to embed the principle of sustainable sourcing into all procurement decisions.
JOB DESCRIPTION
Capacity building
1. Build procurement capacity in the organisation through the development of training materials and modules and deliver procurement training.
2. Act as a help desk for the procurement function and provide expert advice and guidance to purchasers and programme units as and when required.
3. Develop sustainable sourcing initiatives and embed them into IUCN procurement practices.

Compliance
4. Conduct technical reviews of purchases files for items over CHF 100k.
5. Oversee the publication of tenders on IUCN's public website.
6. Prepare submissions to the Procurement Panel and act as secretary to the Panel.

Implementing partners
7. Set procurement standards for implementing partners.
8. Provide advice to IUCN programme units and potential implementing partners on procurement at the development and design phase of projects.
9. Provide guidance to implementing partners on procurement during project implementation.

Tools and processes
10. Develop procurement tools and templates to facilitate the procurement process, such as bid templates, and ensure that they are made available to all offices.
11. Develop and update procurement procedures, ensuring that they reflect best practice and are aligned with donor requirements.
12. Lead the development and implementation of processes to facilitate Purchase-to-Pay and participate in the development of systems to support supplier and contract management.

Procurement
13. Carry out procurement of high value, strategically important or complex items when requested.

Travel Management
14. Act as Contract Manager for the HQ Travel Management Services contract.
15. Develop and update travel booking procedures to ensure their efficiency.
16. Assist with the development and implementation of Travel Management Service arrangements in other IUCN offices as required.
17. Act as help desk for questions regarding the IUCN Travel Policy.
18. Maintain the database of IUCN DSA rates and associated tools.
19. Lead the development and implementation of processes to facilitate travel management

General
20. Build and maintain working relationships with the different IUCN offices and units.
21. Carry out any other related duties as required.
REQUIREMENTS
  • University degree in supply chain management, commerce or other related field.

• Minimum of 5 years international procurement experience, of which a minimum of two years in an International Organisation or NGO environment.

• Experience in contracting and the legal provisions of procurement contracts.

• Experience in the development of procurement processes, procedures and tools.

• Experience in coaching and training.

• Solid Computer skills, including knowledge of MS Office applications. Knowledge of procurement applications desirable.

• Excellent interpersonal and communication skills.

• Solid organizational skills

• Ability to work effectively within a large decentralized workforce and to operate effectively, with tact and diplomacy, in a multi-cultural, interdisciplinary environment.

• Self-motivated and goal-oriented.

• Fluency in spoken and written English. Knowledge of another IUCN official language (French or/and Spanish) highly desirable.

• Willingness to travel.
SALARY
The gross annual salary for this position is between CHF 100'355 and CHF 125'444, subject to deductions for social security contributions and second-pillar pension, and before tax. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
