BACKGROUND
A new Tiger conservation programme managed by IUCN, International Union for Conservation of Nature, is being initiated thanks to a EUR 20 million grant from the German government through the KfW Development Bank. The aim of the programme is to increase the number of tigers in the wild and improve the livelihoods of communities living in and close to their habitat.

The five-year Integrated Tiger Habitat Conservation Programme (ITHCP) will benefit NGOs and conservation authorities from selected tiger range countries which, at the St Petersburg Tiger Summit in 2010, committed to doubling the number of tigers occurring within their territories by 2020. Eligible countries include Bangladesh, Bhutan, Cambodia, India, Indonesia, Laos, Myanmar, Nepal and Viet Nam.
The programme will involve improving the management of tiger habitats, tackling tiger-human conflicts, increasing anti-poaching efforts and law enforcement and involving local communities in tiger conservation work. While improving and managing tiger habitats, it will support the livelihood of the local community who depends on their diverse natural resources.

Drawing on the experience from managing the species conservation fund SOS – Save Our Species, which supports field projects around the world, IUCN will ensure that the Programme is executed according to best standards and that only the best projects and the best partners are selected in order to have maximum impact on the ground.

A small secretariat will be established and based at IUCN Headquarters and will consist of 2 people (a Coordinator and an Administrative Assistant) working under the supervision of the Deputy Director of the Species Programme who will also be acting as the Programme Director.
JOB DESCRIPTION
TASKS

The Coordinator will be in charge of the daily management of the Programme.

Overall Programme Coordination
• Supervise ITHCP Secretariat staff and external consultants;
• Take the lead in developing the content and structure of ITHCP Programme Council meetings;
• Liaise with donors, Tiger Range Countries governments and other partners regarding all aspects of the ITHCP;
• Ensure that the ITHCP Programme Advisory Committee and external consultants are effectively engaged and carryout out their tasks as outlined in their TORs;
• Work directly with the ITHCP Programme Advisory Committee and Programme Council in the review and final selection process for grant awards;
• Seek advice as needed from experts including the members of the IUCN/SSC Cat Specialist Group;
• Update the Operational Manual as needed;

Project identification and design
• Consult with appropriate stakeholders in the TRCs, including the national focal points, IUCN members, governmental and non-governmental organizations;
• Supervise Project design and Project proposal preparation;
• Prepare legal and other documentation for approval;

Project portfolio management
• Take the lead in liaising with grantees and monitoring teams;
• Attend relevant meetings organized by the recipient governments;
• Provide technical guidance, as necessary, for project implementation;
• Appraise the individual projects and finalize project implementation arrangements, including mission travel (if necessary);

Programme monitoring and reporting
• Ensures that the ITHCP is implemented in a credible, efficient, and cost- effective way in line with the goals and protocols of the ITHCP Operational Manual and guidance and decisions of the ITHCP Programme Council;
• Ensure that all financial management tasks are conducted in an efficient and timely fashion, including audits, reporting, and risk assessments for potential grantees;
• Ensure that KfW social, environmental and climate safeguard policies are met in all ITHCP operations;
• Be responsible for ensuring that all ITHCP decision-making and investments are objective, science-based and guided by input from the PAC and other specialists, and in line with ITHCP Operational Manual objectives;
• Programme budget monitoring;
• Monitor and review project expenditure reports;
• Oversee the preparation of project implementation reports for submission to donors;
• Prepare Programme technical and financial reports as stipulated in the agreement with donors.
REQUIREMENTS
  • At least 8 years professional experience in conservation or natural resources management, 5 of which should be at senior level;

• Master’s degree and demonstrated technical expertise in a conservation-related field;

• Proven ability in strategic planning, policy, project/program management, performance management, fundraising and financial management;

• Good track record in project portfolio management;

• Excellent interpersonal and team-building skills in a multicultural environment;

• Strong entrepreneurial orientation and skills;

• Adequate knowledge and skills in the use of relevant computer programs;

• Fluency in written and spoken English essential; fluency in other languages is an advantage;

• Previous experience with an international NGO/multi-lateral or inter-governmental agency, in particular in Asia, is an advantage;

• Willingness to travel.
