BACKGROUND;

The IUCN water programme aims to help governments with the implementation of resilient water supply systems through effective, sustainable water governance and environmental water management, with specific focus on the restoration and protection of catchments and the mapping and strategy development for natural water infrastructure (NbS for disaster risk reduction and water security). The IUCN Water Programme, which focuses on implementing IWRM using an ecosystems approach, will be key in the achievement of these objectives:-

Develop high level strategies and plans needs to be integrated with water planning to achieve national development objectives and outcomes
bProtection and enhancement of environmental assets and natural resources, including mapping and developing a strategy for natural water infrastructure
Establish a comprehensive source-to-sea pollution prevention programme
Provide technical support towards sustainable hydro-infrastructures

Through its implementing partnership with SADC, IUCN Water has a long history in the Southern Africa region, building on different experiences to promote integrated ecosystem and landscape based approaches across the region, working with River Basin organisations like ORASECOM, ZAMCOM, LIMCOM and in the Buzi-Pungwe-Save (BUPUSA) tri-basin. Currently, IUCN Water supports the water cooperation in BUPUSA through its BRIDGE (Building River Dialogue and Governance) Programme. BRIDGE works at the interface of hydro-diplomacy and governance to promote a new approach for cooperation in the management of shared waters: facilitating cooperation at multiple levels, strengthening inter-governmental capacities for water negotiations, and creating spaces for dialogues and agreements with a wide array of stakeholders at different levels.
Through BRIDGE, the IUCN has been able to leverage some financial resources from donors, including the GEF and US State Department, to extend further support to the Roadmap for Establishing the BUPUSA Tri-Basin Institution (BUPUSA Roadmap). The roadmap defines the actions that need to be considered to lead to the establishment of a Tri-basin Institution, which will support the Joint Water Commission (JWC) in the management of the BUPUSA basins.

IUCN Water is therefore looking for a project support person to primarily work in BUPUSA, assisting with stakeholder engagement and project monitoring duties. The Temporary Project Assistant will provide effective and efficient program assistance under the Regional Water Programme. She/he will be responsible for smooth operations of related systems within the programme work unit and will work closely with the Senior Project Officer – Water, to ensure that all project deliverables are timely achieved. She/he will backstop other Program Assistants where necessary. This is a short term assignment of twelve months.
JOB DESCRIPTION
Project Support;

More specifically, the roles and responsibilities of the Temporary Project Assistant are as follows:

Programme Implementation;
Support the implementation of project activities in BUPUSA, especially facilitating stakeholder engagements and validating project outputs
Be a liaison between IUCN Water and the basin management agencies in Zimbabwe (ZINWA Save) and Mozambique (ARA CENTRO)
Represent IUCN in local basin meetings, when required
Compile outcomes of meetings and workshops with stakeholders and disseminate communication material.
Support the mainstreaming of gender equality and youth through all Programme field activities
Provide logistical support to Programme activities (trainings, meetings, conferences and workshops), making sure that all aspects and details of such events are covered. This includes coordination and/or preparing relevant background documentations for related events.
Assist with data collecting and write up of knowledge products in the tri-basin
Assist in the day-to-day implementation of projects in the BUPUSA as needed and requested by the SPO

Any other relevant duties as may be assigned by the SPO.
REQUIREMENTS
  • Education and Work Experience;
Familiarity with stakeholder engagement approaches, in theory and in practice
Knowledge of integrated water resources management principles
A broad understanding of water governance, especially transboundary water management
A minimum of 3 years of relevant work experience in a project context, preferably in the non-profit sector
A graduate qualification, in the field of water management or development studies


• Language Requirements:
Fluency in English, both written and verbal.
Fluency in at least one local languages in the BUPUSA basins [Shona, Sena]
Working knowledge of another regional language is advantageous


• Functional competencies;
Must be highly organized, detail-oriented, and self-motivated with the ability to multi-task and prioritize needs
Possess energy, drive, enthusiasm, commitment and passion for high quality work.
Proven interpersonal skills and be to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
Must be dependable, a good team player and able to work independently as well as have the ability to learn quickly and expand scope of functions;
Capacity to work under pressure, meet tight deadlines and produce high quality documents at short notice.
Excellent writing and communication skills ( a writing sample will be required from shortlisted candidates)
Proficiency in using advanced computer applications (MS Office 2010).
Some experience in participatory community approaches is desired
Knowledge of gender mainstreaming
