Governance and policy officer
The Secretariat provides technical and policy advice to the Contracting Parties to the Convention in the implementation of the Strategic Plan 2016-2024. The Insular Caribbean is one of the most vulnerable regions in the world with respect to exposure to the effects of climate change and to natural hazards. To support Contracting Parties to improve the conservation and wise use of Caribbean wetlands the project “Wise Use of Caribbean Wetlands for Climate Change Mitigation and Conservation of their Ecosystem Services” will be implemented to strengthen Caribbean countries’ resilience and adaptability to climate change. The project involves the assessment of ecosystem services and the vulnerability of Ramsar Sites to climate change and their subsequent monitoring and capacity building of all major stakeholders on the values of coastal wetlands.
Under the supervision of the project coordinator, the governance and policy officer will lead the component of governance and policy of the project.
Scope of responsibilities
1. Lead the components of governance and policy of the project.
2. Conduct the revision, modification or development of national policies or regulations and institutional settings that include water resource management, wetlands benefits or ecosystem services, including those related to environmental impacts, productive sectors etc and provide recommendation for institutional strengthening and/or reforms for implementation according to outputs and outcomes of the project.
3.Work with the governments in the participating countries to strength their capacities to take actions for an effective governance of wetlands.
4. Conduct regional and national workshops and training of relevant authorities on governance of water and wetlands.
5. Support the preparation of side events in global forums according to the events schedule of the project.
6. Observe project management procedures/techniques in order to facilitate project implementation and ensure delivery of high quality outcomes in the component of governance and policy of the project.
7. Lead the preparation of dissemination materials (flyers, booklets and reports) on the component of governance and policy according to the outputs and outcomes of the project.
8. Provide support to the design and development of knowledge products related to the governance and policy of the project.
9. Produce project progress reports in English and Spanish according to the outputs and the time frames of reporting on the component of governance and policy.
10. Report regularly to the supervisor on the progress of the implementation of the component of governance and policy.
11. Carry out other duties as required by the supervisor
• Master’s Degree/Academic level in international law, environmental law, water resource management, water governance, sustainable development.
• Preferably, eight to ten years of practical experience in international law, environmental law, water governance, water resource management, including formulation and implementation of water policies and institutional reforms, good knowledge of multilateral environmental agreements including the context of the Convention on Wetlands
• Experience having undertaken a similar project/consultation is also desirable
• Experience working with multisectorial and multistakeholder level (senior government officials, non-governmental organizations (NGOs), and local communities.
• Excellent interpersonal skills and strong ability to work efficiently, and proactively as part of a small team, with respect for and sensitivity to multi-cultural and multi-stakeholder approaches.
• Problem solving, creativity, initiative and innovation.
• Ability for interpersonal relationships and team work.
• Facility to perform tasks in an organized manner and in adherence to internal policies and procedures

• Willingness to travel at national level and internationally, whenever required
• Fluency in written and spoken English and Spanish.
