BACKGROUND
POSITION WILL BE BASED IN CABO DELGADO, MOZAMBIQUE AND IS OPEN TO MOZAMBICAN NATIONALS OR THOSE WITH THE RIGHT TO WORK IN MOZAMBIQUE

The International Union for Conservation of Nature, Eastern and Southern Africa Regional Office (IUCN ESARO) has been implementing the Fair Coasts Programme in Mozambique since October 2012, in collaboration with local, national and regional partners including AMA, University of Eduardo Mondlane, University Lurio and Coastal Oceans Research and Development Indian Ocean (CORDIO). The Programme seeks to facilitate equitable and sustainable governance of natural resources, coastal and marine ecosystems in Cabo Delgado through the maximization of economic, livelihood and biodiversity conservation opportunities and minimization of ecological, social and economic risks presented by the development of the Liquefied Natural Gas (LNG) project.

Reporting to the Mozambique Head of Office, the Fair Coast Programme Coordinator (PC) will be responsible for administration, fiscal management and implementation of the programme goals and the objectives of the Fair Coast Programme. She/he will serve as the management leader and coordinator of the Field Unit based in Cabo Delgado. The Programme Coordinator will also serve as one of the primary field liaisons with provincial host government representatives, - field based partner agencies and local institutions and communities.
JOB DESCRIPTION
Under the direct guidance of, and working closely with, the Head of the Country Office and the Technical Coordinator, Business and Biodiversity, the specific responsibilities of the Programme Coordinator are to:

Core Functions:
I. Under the direction of the Head of Office (HoO) and the Technical Coordinator Business, and Biodiversity (TC BBP), Eastern and Southern Africa Office (ESARO), the PC will be responsible for the administration, field fiscal management and oversight of day to day implementation to realize the Programme goals and objectives as stipulated in the donor agreements/contacts.
II. Ensure all Fair Coast Programme activities in Cabo Delgado Province are implemented according to timelines, agreed budgets, and standards of quality expected by both donors and IUCN technical personnel.
III. Supervise the Fair Coast Field Unit and technical staff: provide management support, oversee timely recruitment and orientation of new personnel and coordinate day to day implementation of field based activities.
IV. Represent IUCN to government officials, community leaders, Private sector companies and businesses and counterpart/NGO representatives as needed in Cabo Delgado province. Participate in Maputo-based and international meetings as requested by supervisor.
V. Convene and facilitate events for the Cabo Delgado Sustainable Development Forum.
VI. Coordinate and administratively support research activities conducted under the Fair Coasts Programme.
VII. Working with the Fair Coast team identify capacity gaps and jointly develop a capacity building strategy for Government, Private sector and community groups and representatives.
VIII. In collaboration with the HO and TC BBP and other IUCN staff: design new Programme directions and/or activities for Cabo Delgado; assist with the development of funding proposals.

8.1 Provide administrative and managerial oversight of the Fair Costs Programme, Phase II:
8.1.1 Support the HoO and TC BBP in the orientation and training of new staff as needed in Cabo Delgado
8.1.2 Supervise Programme staff:, conduct annual performance evaluations, identify staff skills development needs and assist the HoO to meet these needs, provide management support to staff as needed, maintain office policy of respect and communication between supervisors and subordinates.
8.1.3 Ensure all administrative procedures are followed, in line with Donor Contracts and the IUCN Internal Control Systems (ICS), such as those regarding vehicle use and procurement.
8.1.4 Coach, mentor and assist staff under her/his management.
8.1.5 Periodically monitor staff activities and performance including annual performance reviews according to work objectives.

8.2 Programme implementation
8.2.1 As a member of the Programme Management and Coordination Unit oversee the development and successful implementation of work-plans for the Programme, with a particular focus on Field level initiatives.
8.2.2 Ensure compliance with all donor provisions, and timely fulfillment of programmatic reporting requirements.
8.2.3 Oversee timely expenditure of approved budgets, avoiding both under spending and overspending on budget line items.
8.2.4 Liaise with different stakeholder groups facilitating regular dialogue and communication between the communities, local government and companies
8.2.5 Support the different Thematic groups and full forum to convene regular meetings.
8.2.6 Compile outcomes of the Forum Assemblies, progress reporting and dissemination of communication material targeting local level stakeholders.
8.2.7 Support the HoO in reporting to the Steering Committee, presenting key achievements, challenges and lessons learnt.
8.2.8 Ensure gender equality is integrated and mainstreamed though all Programme field activities

8.3 Monitoring and Evaluation
8.3.1 In coordination with appropriate technical staff and the BBP Coordinator and Maputo based Senior Programme Officers, oversee ongoing development and maintenance of the Programme’ s monitoring instruments and systems
8.3.2 Oversee completion of monthly, quarterly and annual progress reports and prepare and submit to the HoO for all required IUCN and donor reports for review and submission
8.3.3 Regularly visit the main Programme site in Palma District and activities to evaluate programmatic outputs and impact both quantitatively and in terms of quality implementation;

8.4 Representation and Leadership
8.4.1 A critical role of the PC will be to act as the management leader and coordinator of the whole Fair Coast team in Cabo Delgado.
8.4.2 The PC will assist Partners (UNILURIO, CEPAM, and AMA) to perform towards the achievement of the objectives of the Programme by conducting annual plans.
8.4.3 Network and liaise with all of the LNG multi-stakeholders in Cabo Delgado.
8.4.4 Maintain good working relationships with Mozambican officials in Cabo Delgado Province, particularly those within the ministries of MICOA, MINAG, MITUR, MIREME, Ministry of Fisheries and the office of the Governor and Permanent Secretary.
8.4.5 Represent IUCN and maintain good working relationships among the international and local NGO community in Cabo Delgado, among community leadership structures and community-based organizations, and to visiting donor teams and other key contacts in Cabo Delgado.
8.4.6 Encourage teamwork, openness, and honesty among Cabo Delgado staff and between IUCN and its partners in Cabo Delgado.

8.5 New Programme directions and fundraising
8.5.1 Provide clear plans and scopes of work to ensure documentation support as required to carry out studies, assessments etc
8.5.2 Ensure that the designs of the other Programme components (knowledge platform, grant scheme and capacity building) are informed by recommendations emanating from the Forum.
8.5.3 Keep abreast of development needs and Programme opportunities in Cabo Delgado province, particularly those in line with IUCN’s sectoral priorities and programmatic principles.
8.5.4 Play a key role in the development of concept papers and proposals for Cabo Delgado.
8.5.5 Encourage innovation and excellence in programming.
8.5.6 Perform other relevant tasks as instructed by supervisor
REQUIREMENTS
  • Master’s Degree in International development, Environment, or relevant field required.

• Minimum 5 - 8years work experience, preferably in Mozambique.

• Strong background in managing and directing field operations.

• Strong skills in Multi Stakeholder Processes, including convening and facilitating networks/platforms involving a diverse and large number of stakeholders across different sectors.

• Experience in programme design, implementation, and monitoring and evaluation.

• Understanding and proven application of rights base or participatory approaches, partnership and gender programmes.

• Strong interpersonal, team building and representational skills.

• Fluency in English and Portuguese. Knowledge of local languages an added advantage

• Additional training or qualification in development issues or technical areas such as, management, organisational/institutional development, community development, etc.

• Work experience in other countries in sub-Saharan Africa
