BACKGROUND
This is a management position based at our Country Office – Karachi and requires significant internal and external coordination across the Country Programme of IUCN Pakistan and the region. The position carries a sensitive portfolio as it deals with financial matters requiring integrity in financial dealings, and is also responsible for providing supervision in routing financial matters to the Country Programme and project offices.
JOB DESCRIPTION
MAJOR RESPONSIBILITIES:
The position carries a sensitive portfolio as it deals with financial matters requiring integrity in financial dealings, also responsible to provide supervision in routing financial matters to the country/programme and project offices.

Internal working relationships with all Finance, Administration, HR, Communications, Program/Project Offices staff and ARO/HQ Finance staff.

SPECIFIC FUNCTIONS:

1. FINANCIAL MANAGEMENT:
1.1 Supervise all financial activities of IUCN Pakistan secretariat and its projects in terms of effective structures, resources and operating systems in accordance with organizational policies, practices and requirements;
1.2 Supervise existing accounting system and records to reflect up to date operational and financial status of the office;
1.3 Ensure effective implementation and adherence to the existing financial policies, procedures and systems in line with needs, in order to assure the adequate protection of IUCN’s assets;
1.4 Ensure that the accounting systems followed by IUCN Pakistan comply with the generally accepted accounting principles;
1.5 Ensure compliance with local statutory and fiscal regulations;
1.6 Provide guidance and counseling in the timely resolution of all financial issues/problems;
1.7 Provide advice and support to the team;
1.8 Ensure that all financial activities comply with ARO and IUCNP delegation of authority and practices in accordance with guidelines and reporting;
1.9 Develop Budget & Forecasts and monitor the financial performance against it;
1.10 In coordination with the CR, work to ensure the financial viability of IUCNP by managing resources and obligations under the mandate of zero financial deficits at fiscal year end or in the annual budget.
1.11 Ensure timely submission of financial deliverables in compliance with donors requirements as per agreements;
1.12 Coordinate and ensure that all accounting activities and monthly closing proceed smoothly;
1.13 Ensure smooth and consistent cash flows through sound Treasury Management;
1.14 Carry out assessment/division of workload of staff directly reporting;

2. TECHNICAL SUPPORT:
2.1 Provide input in to the Proposal development process;
2.2 Work closely with Project managers in developing the project work plans and budgets;

3. SUPPORT TO REGIONAL FINANCE:
3.1 Provide regular feedback on financial policies and procedures to the region;
3.2 Submit all financial deliverables to the regional office and HQ in timely manner.
3.3 Promptly attend to the requests of HQ and regional office for provision of information, reports, documentation etc;

4. OVERSIGHT AND QUALITY CONTROL FUNCTIONS:
4.1 Facilitate internal audits, arrange and facilitate external audits. Liaise with regional office to finalize audit reports per DoA;
4.2 Ensure that all records and documents are made available and ready for internal & external audit;
4.3 Keep a check on other assigned offices for all financial and accounting related matters;
4.4 Provide regular input in the procurement process;

5. NETWORKING AND REPRESENTATIONAL FUNCTIONS:
5.1 Participate in Finance workshops and meetings when required;

6. OTHER FUNCTIONS:
6.1 Support the development and maintenance of a dynamic and enabling culture and spirit within IUCN Pakistan;
6.2 Provide active input to the formal and non-formal fora of IUCN;
6.3 Manage, deploy and delegate responsibility to finance staff allocated to the projects for optimum effectiveness and productivity.
6.4 Carry out any other relevant tasks as mutually agreed upon with the supervisor.
REQUIREMENTS
  • A professional qualification in Finance & Accounting, preferably a chartered accountant with more than 5 years management experience.

• In-depth knowledge of financial and accounting concepts.

• Strong credibility, aptitude and ability for problem solving.

• Ability to deliver under pressure/aptitude for number crunching

• Proficiency in all MS Office applications, particularly Excel.

• Knowledge of ERP would be an added advantage.

• Strong analytical and interpersonal skills and ability to work in a team.

• Well versed in written and spoken English and Urdu.

• Preference would be given to Karachi based candidates.
