With the growing portfolios of IUCN Viet Nam office, there is the need to recruit a Programme Officer to provide support for programme work of different projects in Viet Nam office.

This is a local recruitment. Only Vietnamese nationals, individuals with residence status, or the appropriate employment visa for Viet Nam are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Viet Nam.

Under the guidance and supervision of the Biodiversity Coordinator (BC) the PO will support the planning, development, implementation, monitoring, reporting, and evaluation of the biodiversity conservation related projects in Vietnam. A major focus of the group is on freshwater and terrestrial biodiversity conservation, species/habitats and sites (protected and conservation areas) conservation, water and wetlands resource management in Vietnam. He/she will support proposal preparation, and fund raising, and represent the group internally and externally to government, donors, and other partners.

The main responsibilities of the PO are:
1. Support implementation of biodiversity conservation and water/wetlands related projects in Vietnam and contribute to regional activities.
2. Support BC in promotion and implementation of IUCN Green List in Vietnam.
3. Ensure effective communication and coordination between staff to maximize learning and professional development.
4. Under specific appointment of BC, represent IUCN to external partners.
5. Support BC in the preparation of proposals and approaches to donors.
6. Work with BC to develop the programme and ensure effective liaison with ARO and other external partners.
7. Support BC in quality control of publications through the careful selection of consultants, preparation of TOR, and internal and external peer review.

SPECIFIC DUTIES

Key objectives of PO include (but are not limited to):

Project related duties:
- Assistant to the National Coordinator: CEPF RIT projects in Vietnam including CEPF Admin, CEPF Programme and CEPF co-financing projects.
- Project Officer: PA Solution (Protected Area Solutions: achieving the quality elements of Aichi Target 11 and the CBD Strategic Plan for Biodiversity 2011-20) and Sustainable Tourism projects.
- Project Officer: USAID-funded Biodiversity Conservation Activities (BCA) project (support implementing IUCN Green List in the project selected SUFs).

Programme planning and development:
- Work with line manager to develop the programme in ways that capitalize on IUCN's niche and expertise.

Programme coordination and communication:
- Support coordination and communication within the unit and between the unit and relevant IUCN programmes.

Programme representation:
- In specific circumstances, with direction from BC, represent the programme to internal and external audiences, inside and outside of IUCN. In coordination with communications focal point, supervise the preparation of communications and publicity material. Ensure that relevant material is provided to communications focal point for the web site.

Proposal development:
- Support preparation of proposals and approaches to donors.

Quality control:
- Support BC to ensure that all written products are peer reviewed to meet IUCN's quality control standards. Support selection of consultants and preparation of TOR, review project reports to make sure they meet donor requirements.
