IUCN Central and West Africa Region currently has over 160staff members working in its offices in Burkina Faso, Guinea Bissau, Mali, Mauritania, Senegal, Niger, Cameroon, Ghana, Congo DR, The IUCN Regional Office for Central and West Africa Headquarters is located in Ouagadougou, Burkina Faso.

The Human Resources Officer (HRO) reports to the Cameroon Country Programme Head, with functional relationship with the Regional Head of Human Resources (HR) based in Ouagadougou (Burkina Faso). He/she will supervise and provide guidance on Human resources and administration management to colleagues.
JOB DESCRIPTION
• Assists the Regional Head of HR with the efficient management of operations at the regional level.
• Co-ordinate staff recruitment, including advertising vacancies, assessing application files and conduct interviews;
• Prepares work contracts, amendments according to local labour laws and regulations and local Conditions of Service
• Provides staff costs for budgets, prepares statistics and reports on human capital
• Ensures adequate management of policies and benefits, ensures that staff social security contributions, insurance and retirement premiums are paid monthly;
• Prepares staffing plans in coordination with line managers and in consultation with Regional Head of HR.
• Draw up and manage an effective staff management system;
• Supervise staff performance assessments on a yearly basis ;
• Ensure salary management and payroll systems are maintained;
• Process monthly payroll for the employees based in Cameroon and in other countries as directed by the supervisor;
• Direct contract termination processes in field projects that have come to an end
• Negotiate staff residence facilities with the competent authorities;

CAPACITY BUILDING AND CAREER DEVELOPMENT:
• Maintain human resource policies and oversee their implementation;
• Prepare and implement the human resource development programme, especially training and refresher courses for the staff;
• Facilitate and provide technical HR support as required

OTHER SKILLS:
Excellent organisational abilities
The ability to work to deadline with good attention to detail
The ability to stay calm in busy and stressful situations
Experience in working in a truly international environment would be an asset.
REQUIREMENTS
  • Master Degree in Human resources management, in law, in business administration or any related Field (Social Sciences etc…);
• At least 5 years professional experience in Human resources management ;
• Excellent knowledge of labour laws of the countries in the region, and of Cameroon and DRC in particular;
• Team player – able to work sensitively and collaboratively in a multicultural setting;
• Proven ability to complete assigned tasks in a timely and high quality manner;
• Good communication and negotiation skills;
• Capacity to maintain confidentiality on all HR related matters
• The ability to handle staff conflicts or difficult situations
• Computer literacy in Microsoft programs is essential;
• A practical experience of a Human Resources Management system such as ORACLE RH
• Written and spoken fluency in French and English, Skills in Spanish and/or Portuguese is an advantage.
