BACKGROUND
The Ministry of Climate Change (MoCC), Government of Pakistan (GoP) is implementing the Ten Billion Tree Tsunami Program (TBTTP) all over Pakistan in all federating units including the four provinces, Azad Jammu and Kashmir (AJK) and Gilgit Baltistan (GB).

TBTTP has an in-built monitoring mechanism at sub national levels by the respective provincial agencies as well as at national level by the Ministry of Climate Change itself. However, keeping in view the international significance of the Pakistan’s government flagship program (TBTTP), Ministry of Climate Change, Government of Pakistan has mandated the consortium consists of IUCN, International Union for Conservation of Nature and Natural Resources, Food and Agriculture Organization of UN and World-Wide Fund for Nature Pakistan to conduct independent Third-Party Monitoring and Evaluation (TPM&E) of TBTTP from 2020 to 2025 in Pakistan. For this purpose, a letter of Support was signed between Consortium and MoCC.

In order to ensure the impartiality and independence of the third-party monitoring and evaluation of TBTTP, the Consortium deemed it appropriate not to seek funding from the Government of Pakistan but to explore funding from bilateral and multilateral donors interested in financing climate change mitigation and action on the UN SDGs. As a result of efforts of the Consortium, BMZ through KfW agreed to finance the independent TPM&E over the period of next four years.

MoCC requested IUCN Pakistan to coordinate the independent TPM&E of the TBTTP by the Consortium comprising of IUCN, FAO Pakistan and WWF-Pakistan, IUCN Pakistan will therefore act as the secretariat for the Consortium. The Consortium partners have proposed to establish a modest Project Management Unit (PMU) for executing the TPM&E, therefore the position will be based at PMU housed in IUCN Pakistan at Islamabad.
JOB DESCRIPTION
Under the direct supervision of the Country Representative, IUCN Pakistan, the incumbent will serve as Senior Manager, Forests & Biodiversity and be responsible for overall coordination and implementation of the activities of the projects including Punjab Wildlife Census Project, Range Management Project, Bio acoustic monitoring of deforestation/poaching, Karot BMP, USFM & 3rd party validation of tree afforestation projects in Pakistan.

The incumbent will be responsible to establish liaison with the Donors including bilateral, multi-lateral, government and private sector donors, MoCC Governments of Pakistan, Provincial Forests and Wildlife departments of Punjab, KP, Balochistan, Sindh, AJK & GB for the execution of the projects activities in accordance with the approved budget, timelines and other contractual obligations framed in the Letter of Support and agreements signed with the MoCC, Provincial governments.

The incumbent will be expected to play his/her roles as Senior Manager/Projects Manager mentioned in his/her ToRs. S/He shall have a clear idea of the functioning of the federal and provincial governments, UN agencies, civil society, local organizations, project goals, objectives & deliverables, project areas of interventions and project geographical area context.

Under the supervision of the Country Representative, IUCN Pakistan, the incumbent will carry out the following specific tasks:

PROJECTS IMPLEMENTATION:

• Oversee and coordinate the implementation of activities of the projects under forests & biodiversity portfolio in general and activities of the Punjab Wildlife Census Project in specific.
• Track physical and financial performance of the project on implementation and timely report to the IUCN and donors.
• Plan and organize consultations with the stakeholders of the projects and develop implementation, monitoring and evaluation frameworks.
• Plan field assessments in consultation with the PWCP technical leads, Government line departments and lead the field assessments to ensure quality control of the field activities.
• Manage and oversee projects staff and consultants' work, ensuring quality of their reports to meet the agreed requirements as per IUCN Standards.
• Identify opportunities with donors for future upscaling of the programs and organising meetings with potential new supporters in consultation with the Country Representative as appropriate.

TECHNICAL INPUT:

• Lead the Forests & Biodiversity programmes/projects and provide overall technical support in all the projects interventions and reporting.
• Prepare and present briefs/reports on the progress of the projects as and when required and share with relevant quarters.
• Identify the additional technical support required within or outside the organization in consultation with Country Representative, IUCN Pakistan.

BUDGET MANAGEMENT AND REPORTING:

• Prepare budgets for projects deliverables, review and track expenditures and manage projects expenses in accordance with budget as per IUCN procedures and donors requirements.
• Prepare projects financial reports in consultation with IUCN Finance Team and physical progress reports in consultation with IUCN Programme colleagues and Country Representative for sharing with the donors and stakeholders as appropriate.


NETWORKING AND REPRESENTATION:

• Coordinate with the Donors, MoCC Governments of Pakistan and Provincial Forests and Wildlife departments of Punjab, KP, Balochistan, Sindh, AJK & GB to provide technical assistance in execution of the activities.
• Maintain coordination with IUCN Pakistan National Committee members, other organizations and relevant stakeholders working in the field of forestry and biodiversity.
• Maintain regular coordination with federal & provincial government line departments, donors, partners and stakeholders.


OTHER FUNCTIONS:

• Provide active input to the formal and non-formal fora of IUCN and respective national and provincial governments in coordination with CR, IUCN Pakistan.
• Provide support to IUCN Pakistan Country office in exploring and developing concepts/proposals for new initiatives, funding and programs.
REQUIREMENTS
  • Formal/ Academic Education

Bachelor’s degree in Forestry, Natural Resource Management, Environmental Sciences, Biodiversity with 9 years relevant work experience in monitoring and evaluation of projects.

Master’s degree in Forestry, Natural Resource Management, Environmental Sciences, Biodiversity with 8 years relevant work experience in monitoring and evaluation of projects.


• Training and Experience

Well-experienced in project implementation, coordination, monitoring and evaluation of forestry projects.

Strong reporting skills and experience of donors/government-funded projects.

Experience in logical framework analysis and results-based approaches, including the development of monitoring and evaluation tools and methodologies will be desirable.

Highly computer literate having knowledge of common computer operating programs including MS Word, MS Excel, PowerPoint, Access, etc

Physically fit for travelling/trekking in rugged mountain areas to guide the field teams on spot during field assessments/studies.

Familiarity with the social, cultural, linguistic, ethnic and geographical context of project areas will be an asset.

Aptitude for teamwork and fieldwork;


• Language Skills

Strong written and verbal communication skills; excellent written and spoken English. Understanding of the local languages of Pakistan will be an added advantage.
SALARY
The gross annual salary for this position is between PKR 6'617'518 and PKR 8'271'898. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
