BACKGROUND
The Bangladesh Forest Department (BFD) and Arannayk Foundation (AF) have jointly received financial support under the BangladeshClimate Change Resilience Fund (BCCRF) to implement the Climate Resilient Participatory Afforestation and Reforestation Project (CRPARP) with necessary technical support. The Project envisages reduction in forestdegradation through participatory planning/monitoring and contribution in building the long-term resilience of selected coastal and hilly communities to climate change. The scope of the operation aligns firmly with the Bangladesh Climate Change Strategy and Action Plan (BCCSAP), and the ensuing BCCRF Trust Fund which aims to manage climate change to ensure that citizenry are protected from climate induced adverse impacts. This is a three and half year project designed for implementation in nine coastal and hill districts of Cox’s Bazar, Chittagong, Noakhali, Laxmipur, Barisal, Patuakhali, Barguna, Bhola and Feni.

The recent strides in IT, Remote Sensing, GIS and GPS technologies have transformed the earth observation methods from the conventional laborious ground survey methods, a long drawn asynchrony to near real-time options. The climate change syndrome has given new impetus to biomass/carbon stock assessment for which new methods and procedures have evolved. The forest staff needs initial technical support of domain experts in use of this new (geospatial) technology as well as to apprise with the latest forest inventory methods. In this context, CRPARP has awarded IUCN Bangladesh Country Office a consultancy sub-project titled “Technical Study for Landuse Mapping, Assessment and Monitoring of the Proposed Afforestation and Reforestation Sites” (Package BFD/S-3). The duration of the technical study is 1 years 9 months starting from 18th March 2015.
JOB DESCRIPTION
SPECIFIC DUTIES

Under the overall guidance of the Country Representative, IUCN Bangladesh, and direct supervision of the Programme Coordinator, IUCN Bangladesh, this position is responsible for the smooth implementation of the 'Technical Study for Land Use Mapping, Assessment and Monitoring of Proposed Afforestation and Reforestation Sites'. The Geo-Spatial Analyst will undertake the following specific tasks:

1. Coordinate all project activities as per the project agreement through coordinated planning;
2. Manage the geo-spatial components of the project, including remotely sensed image interpretation, geo-spatial database preparation, LULC mapping, and GIS-GPS based monitoring;
3. Manage RS-GIS Assistants and field assistants/volunteers for the collection and analysis of field data;
4. Coordinate with the project consultants to ensure all project deliverables within the stipulated timeline;
5. Facilitate field activities communication, collaboration, consultation and negotiation with Bangladesh Forest Department, the World Bank and other project-related agencies and organizations on a regular basis in the line with project need ensuring project deliverables;
6. Manage the project funds by ensuring the application of all appropriate IUCN and/or client's (Bangladesh Forest Department/ the World Bank) guidelines; and
7. Ensure project reports and all other committed deliverables are produced, submitted and accepted by the donor on a timely manner as per the agreement.

OTHERS

PROJECT DEVELOPMENT OF IUCNB:

Under the oversight of the Country Representative and Programme Coordinator, the incumbent will support the development and consolidation of IUCNB as a growing organization working towards an integrated programme approach:

1. Support the organisational restructuring and systems development needed to manage a growing programme;
2. Provide technical inputs into IUCNB's integrated programme planning and other thematic programmes through technical inputs into project proposals, project implementation and monitoring, workshops, publications and papers, etc., especially on geo-spatial solutions.

GENERAL

1. Carry out any other tasks that may be assigned, as and when required.
REQUIREMENTS
  • Masters in Geography & Environmental Science or Forestry

• At least 3 years' professional experience, of which 1-2 years are relevant to the assignment as defined in the terms of reference.

• Good presentation, writing and spoken communication skills in English are essential
SALARY
The minimum gross annual salary for this position is BDT 1'292'998. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
