CHIEF TECHNICAL ADVISOR (CTA)

PROJECT IMPLEMENTATION
- Provide technical expertise and strategic guidance to all project components, assuming quality control of interventions, and support the IUCN-ORMACC in the coordination of the implementation of planned activities under the CPCCA project and as stipulated in project work plans and in coordination with the PIU;
- Provide technical inputs into the work of multi-stakeholder coordination mechanisms at all levels and relevant institutions under the CPCCA project framework in coordination with the PIU;
- Advise on key policy and legal issues pertaining to the project;
- Develop Terms of Reference for National Coordinators and consultants and assist in the selection and recruitment process;
- Provide coordination and technical supervisory function to the work carried out by National Coordinators in the project countries;
- Coordinate the work of all consultants ensuring the timely delivery of expected outputs, and effective synergy among the various activities;
PROJECT MANAGEMENT AND MONITORING
- Develop a Project Operations Manual which meets or exceed project administration standards of the KfW and IUCN-ORMACC;
- Provide hands-on support to the IUCN-ORMACCORMACC, National Coordinators and other government counterparts in the areas of project management and planning, implementation of LAMs, and project monitoring;
- Assist the IUCN-ORMACC in the preparation and revision of the Annual Work Plans (AWPs) of the CPCCA Project in coordination with the PIU;
- Assist the IUCN-ORMACC in monitoring the technical and financial quality of project M&E systems (including AWPs, indicators and targets);
- Assist the IUCN-ORMACC in adjusting the project Logical Framework, as may be required and in line with requirements of the CCCCC and KfW;
- Coordinate and with the assistance of country National Coordinators, the preparation of Quarterly Project Implementation Reports to be submitted to the IUCN-ORMACC;
COORDINATION AND RELATIONSHIP BUILDING
- Assist the IUCN-ORMACC in liaison work with all project partners, and in particular the PIU, other cooperation agencies working in the region, NGOs and other groups to ensure effective coordination of project activities;
- Engage on and contribute to policy dialogues at all levels, including the national level in coordination with the PIU, country National Coordinators and National Country Focal Points.
COMMUNICATION
Assist the PIU in knowledge management, communications and awareness-raising of CPCCA Project objectives and activities;
- Knowledge Management - Systematically document lessons and experiences from project implementation and make recommendations to IUCN-ORMACC for more effective implementation and coordination of project activities, in direct support to the PIU.

• COMPETENCIES - Planning and delivery of high quality work in complex and challenging environment - Ability to work well with people from multiple cultures - Ability to Influence - Effective Decision-making - Effective Communicating - Demonstrated skills as a consultant team-leader • EDUCATION A Master of Science Degree (or higher) is required in the area of Marine Science, Natural Resource Management, Environmental Management or Environmental Science. • EXPERIENCE & SKILLS - At least 10 years of relevant and successful work experience in regional multi-country and multi-sector projects, with at least 5 years of experience in the area of coastal protection; - Experience in regional planning processes; - Demonstrated experience in project development, implementation and management. - Strong skills in project monitoring and evaluation; - Experience working in institutional development, project development, management, and budgeting; - Experience working with international donors; - Ability to establish and maintain working relations with public institutions, high-level government and non-government representatives; - Ability to effectively coordinate a multidisciplinary team of experts and consultants - Willing to undertake travel related to the Project. • LANGUAGE - Excellent working knowledge of English and track record in producing English-speaking communications and reports - Technical knowledge of Spanish is not a requirement, but would be an asset to facilitate coordination of lessons learned with the wider Caribbean |
