BACKGROUND
The project is a follow-up to the BIOPAMA I programme (2011-2016); thus representing a second phase of this programme. Protected Areas (PA) and the landscapes within which they are located have a central role to play in preserving the biodiversity and ecosystem services that the majority of rural communities depend on for sustainable livelihoods. However protected areas, particularly in developing nations, are underperforming for many reasons, notably lack of resources, lack of political support, limited capacity to address conservation and development challenges, insufficient support from local communities, and insufficient up-to-date information for good policy and decision making.

The overall aim of the project is to contribute to improving the long-term conservation and sustainable use of biodiversity and natural resources in Africa, Caribbean and Pacific ACP regions in protected areas (PA) and surrounding communities. The project will continue to build institutional and technical capacity at the regional, national and site levels for improved PA and biodiversity management with access to and application of data and information related to biodiversity and PA management and governance being used to inform and strengthen policy decisions and management actions. These actions are structured around the work of a series of Regional Observatories (RO) for protected areas across the ACP, managed by regional institutions, and housing Regional Reference Information Systems (RRIS) with tools and services that stakeholders can use to monitor and report on the status of biodiversity and PAs. In the Pacific region, the observatory is hosted by the Secretariat of the Pacific Regional Environment Program SPREP.

JOB DESCRIPTION
MAJOR RESPONSIBILITIES

The position is responsible for overseeing all aspects of ORO’s Protected and Conserved Areas Programme (PACAP), including the BIOPAMA project. This includes project implementation, staff management, reporting, monitoring and strategic development. In addition, this position is the focal point for the IUCN Global Protected Areas Programme (GPAP) and World Heritage Programme, and is responsible for OROs engagement with and requirements related to these divisions.



SPECIFIC DUTIES

Programme management
•Oversee the development, implementation, monitoring and reporting of annual budgets and work plans for PACAP activities and projects;
•Manage PACAP staff in accordance with IUCN human resource policies, including building capacity through project work, secondments, mentoring and training opportunities;
•Sound financial and budget management of PACAP activities, including ensuring that procurement processes follow IUCN procedures, record-keeping systems are in place and reporting is undertaken in accordance with donor requirements;
•Manage the implementation of the Biodiversity and Protected Areas Programme (BIOPAMA) in accordance with the ORO-GPAP Implementation Agreement, including (but not limited to) managing the contractual arrangements for the Resource and Data Hub (SPREP), Action Component grant facility, preparation of technical reports and capacity building support activities.
•Oversee IUCN’s technical support to members and partners in the region for protected and conserved areas;
•Promote protected and conserved areas as an effective strategy to halt biodiversity loss, mitigate the impacts of climate change and enhance community well-being;
•Foster a stronger understanding and wider adoption of IUCN tools and standards in the region such as the Green List;
•Expand the quality and coverage of IUCN publications focusing on the design and management of protected and conserved areas in Oceania;
•Support and influence policy mechanisms and strategies that expand and enhance the implementation of protected and conserved areas (e.g., national strategies);
•Represent the Oceania region at relevant forums, working groups and workshops.

Partner engagement and communication.
•Foster and promote strong relationships with donors and other partners (e.g., SPREP, NGOs and national governments);
•Act as the focal point for protected areas issues, particularly concerning collaboration and partnership with headquarters, IUCN members and commissions and partners;
•Develop and maintain a robust working partnership with the WCPA based on respect and mutually agreed expectation levels;
•Ensure that all communication materials, including the IUCN website are innovative, accurate and comprehensive.

Strategic development
•Identify and develop opportunities for partnerships and collaboration with relevant organisations and donors to expand the protected and conserved areas portfolio of projects and activities;
•Contribute to the development and writing of IUCN proposals.

Institutional Support
•Represent IUCN in the region in a way that promotes IUCN's mission and enhances the status of the Union among decision-making bodies, intergovernmental agencies, nongovernmental organizations and the private sector;
•Participate and support ORO activities in the region as required;
•In collaboration with the Membership focal point, support the implementation of the IUCN Membership Strategy.
REQUIREMENTS
  • Advanced degree in biodiversity conservation or a related field, with a focus on protected and conserved areas

• Minimum of 10 year’s post-qualification experience in the management of protected and conserved areas

• Excellent knowledge of contemporary protected area theory and practice

• Experience in communicating and collaborating with management agencies, academic institutions and local, national and regional stakeholders to achieve agreed collective outcomes

• Extensive experience in managing and supporting donor funded projects

• Demonstrated experience in capacity building and working as a facilitator or trainer in a multi-cultural setting

• Fluent English (verbal/written) with excellent communication and presentation skills

• Proficient in using office applications (MS Word/Excel/PowerPoint) and other web-based management systems

• Ability to travel frequently as the position requires regular travel to ACP countries in the region and to international meetings and events at a minimum of six missions per year (on average)
