BACKGROUND
IUCN Regional Office for Eastern Europe and Central Asia (ECARO) is seeking to recruit an experienced and enthusiastic candidate to join IUCN ECARO team. The successful candidate will work under supervision of the IUCN ECARO Director, and in close cooperation with the IUCN Global Protected Areas Programme and IUCN World Heritage Programme, and will be responsible for the coordination and implementation of projects and activities aiming at improved performance of protected and conserved areas in Eastern Europe, North and Central Asia.
JOB DESCRIPTION
MAJOR RESPONSIBILITIES

• Provide strategic advice to the IUCN ECARO Director on the development and implementation of the IUCN ECARO Valuing and Conserving Nature Programme
• Oversee the implementation of IUCN’s conservation programme in Eastern Europe, North and Central Asia
• Supervise staff and ensure seamless implementation of IUCN ECARO’s conservation project portfolio in the region
• Lead on the identification of programme priorities and project development opportunities, including donor relationship and fundraising
• Work with the programme team to develop a portfolio of high quality projects, in coordination with other programmes and offices of IUCN
• Liaise with the IUCN Biodiversity Conservation Group, Regional Offices, Members, Commissions and partners on identifying programme priorities in the region

SPECIFIC DUTIES

• Lead the development of the inter-sessional work plan every four years
• Perform the line management duties for the staff assigned to the Valuing and Conserving Nature programme in IUCN ECARO
• Ensure high quality project technical reporting, including preparing monitoring reports on the implementation status, outputs, results and impacts of the portfolio and programme workplan
• Prepare and control the annual project budget, ensuring that the project portfolio is healthy and within appropriate ratios
• Validate the data entered into the Project Portal
• Keep the IUCN ECARO Director up to date on project development opportunities and liaise with IUCN Programmes, Members and partners on project formulation
• With support of the communications team, ensure the timely and quality presentation of IUCN ECARO’s nature conservation programme activities and results
• Represent IUCN ECARO at global, regional and national events
• Carry out other relevant tasks on request and agreement with the line manager

The above list contains the main duties and responsibilities for this position. IUCN ECARO staff members are expected to show flexibility and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description.

SALARY

The gross annual salary for this position is in the range of EUR 30.061 to EUR 35.000 subject to deductions for social security contributions and health insurance, and before tax.
REQUIREMENTS
  • Master’s degree (or higher) in a subject related to the field of environment

• Minimum of 7 years of experience in the field of nature conservation, preferably in international setting

• Excellent knowledge of IUCN knowledge products and conservation standards

• Professional experience in working in Eastern Europe, North and Central Asia

• Proven experience in strategic planning and programme development and monitoring

• Ability to work with and coordinate multi-disciplinary teams, including governments, expert networks and civil society

• Capacity to work effectively under time pressure and during extended hours if required

• Willingness to travel within the region, sometimes at short notice

• Excellent command of English and other languages spoken in the region

• Computer literacy in MS Office packages

• Excellent organizational and networking skills

• Team-oriented attitude and ability to work independently
