Gender Programme Officer

The Gender Programme Officer works across key sectors, strategies and issues to support the continued development and delivery of the GPGR gender team. The gender team collaborates across the Union, with other global programmes, country and programme offices, commissions, members and partners. Projects range from multi-year initiatives with major partners such as USAID to short-term technical support projects with a range of state and non-state members and partners. The Gender Programme Officer takes responsibility for the delivery, communications functions and impact of a specific set of projects, while continuously supporting the broader goals of the programme.
1. Gender-responsive project development, coordination and implementation
•Provide coordination and technical support across a range of GPGR projects, including coordinating and implementing workplans under the Advancing Gender in the Environment (AGENT) initiative with USAID, contributing to the delivery of technical activities and knowledge products on gender-based violence, women’s economic empowerment related to conservation, gender-environment data and information, and/or other related themes
•Develop gender analyses and gender action plans to guide national and subnational project implementation in collaboration with IUCN programs, Members and partners, and review and advise drafts developed by consultants or others
•Lead and/or provide support to national and subnational activity implementation, including for example action research in-country, gender-responsive trainings and multi-stakeholder workshops
•Cultivate collaborations on gender issues across IUCN, including by identifying project opportunities, advising and/or designing projects, supporting proposal drafting and leading aspects of project implementation
2. Policy technical support
•Support tracking of critical opportunities for influence/technical guidance in major environmental decision-making spheres (e.g., Rio Conventions) as well as gender equality (e.g., Beijing+25) to prepare submissions and technical guidance, as needed and appropriate
•Support IUCN state and non-state members to demonstrate gender-responsive policy frameworks and commitments both internationally and at national level
3. Mainstreaming gender-responsive strategies and results
•Provide programmatic and technical support across IUCN to implement the gender-responsive programming policy, specifically advising on women’s empowerment and advancing gender equality in collaboration with other units, members, partners and stakeholders
•Support the GPGR Director, Senior Gender Programme Managers and others with research, talking notes, and other tools to develop, deliver and communicate a growing gender-responsive project portfolio
•Manage relevant gender project updates in the IUCN project portal, ensuring accurate and consistent data to reflect gender-responsive strategies and results
•Support development of and tracking of gender-responsive projects and impacts Union-wide, including through relevant project portal mechanisms
•Facilitate communities of practice/networks of partners on gender-environment themes, such as gender-based violence and environment linkages, to inform and enhance regional, national and subnational interventions
4. Knowledge generation and dissemination
•Research, develop and manage knowledge products and tools on gender and environment themes, including as relevant to AGENT and other projects, such as on gender-based violence and environment links; gender, women’s economic empowerment and fisheries; gender-responsive strategies and metrics, including toward meeting the Sustainable Development Goals
•Support data and analysis management related to IUCN’s Environment and Gender Information (EGI) library
•Support communications and communication products in multiple languages (e.g., English to Spanish translations)
•Keep abreast of gender-environment issues, communities and practice, knowledge and tools, engaging in networks and representing GPGR in collaborative spaces, such as gender-environment working groups
•Support GPGR preparation, coordination and implementation of events and other activities related to the World Conservation Congress 2020, especially in partnership with and to support members
The above job description contains the main duties and responsibilities for this position. However, in a small organization such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description. Where any task becomes a regular part of an employee's responsibilities, the job description will be changed in consultation with the employee and Human Resources.

• Master’s degree in a related field, such as international development, international relations, women’s rights and gender equality, or sector-specific environmental fields such as agronomy or forestry; strong academic, research or practical application of knowledge in gender equality and addressing gender-based violence strongly preferred. • Minimum 3-5 years of experience in gender and environment-related programming or projects. • Exceptional English language skills (e.g., presenting, writing, editing) with additional language skills highly preferred (e.g., fluency in Spanish and/or French, which are additional working languages of the offices; and/or Portuguese and/or Arabic). • Experience working with data analysis, statistics and data-management projects • Capacity and skills in diverse communications strategies and tools. • Strong report writing skills. • Demonstrated ability to work cross-culturally, with sensitivity, diplomacy and kindness. • Ability to travel and to work hours that can accommodate different time zones. • Good working knowledge of IUCN, its mission and members; previous working experience with IUCN or IUCN members or commissions preferred. • If not direct experience, then strong familiarity with USAID, its strategies and requirements and its branding and communications style. • The successful candidate will also offer flexibility, tenacity and a sense of humor; an ability to deliver against deadlines, often with competing priorities; and a profound personal commitment to women’s rights and gender equality. |
