Programme offices operate within a geographic area of responsibility focused on one or multiple countries where TRAFFIC aims to help deliver priority programme outcomes. TRAFFIC works in strategic alliance with IUCN and WWF on wildlife trade issues.
PROJECT BACKGROUND
Countries of the Congo basin are important timber producing countries. These countries face serious challenges in illegality and corruption in the forestry and timber supply chain, leading to a loss of forest habitat, forest degradation, livelihood and revenue for national development. This project will assist Cameroon and Republic of Congo as key timber producers in the Congo basin to build capacity of enforcement agencies to verify timber legality from legitimate forest sources while targeting detection and investigation of illegality. The project will assist in building the capacity of customs and forestry agency in Viet Nam to verify timber legality during imports. The project will also assist China and work with Customs and enforcement agencies to verify timber legality entering the country. In each country the project will also target the financial sector and work with them in building their capacity in investigating forest crime.
This position is for a minimum of 50% though there is the likelihood that this could rise to 75% dependent on other project funding
The salary for this position is £22,000p.a. for 50% part time working.
The wildlife trade analyst – financial specialist will be the technical lead on financial crime for this project, responsible for liaison with partners on financial crime and green finance activities, preparing training materials and conducting trainings, in person, and online. Training will be provided to financial sector intelligence / risk units to raise suspicious transaction reports related to timber trade in Cameroon, Republic of Congo, China and Viet Nam so that these can be provided to national financial intelligence units for action.
SPECIFIC DUTIES
• Assess and understand the financial institutions and links to national financial intelligence units in Cameroon, Republic of Congo, China and Viet Nam to identify and select key stakeholders to target for training.
• Once identified, encourage the financial institutions to join the United for Wildlife Financial Taskforce if they aren't already members.
• Develop typologies and red flag indicators on illegal forestry and timber trade to follow the money for the intelligence/risk units of financial institutions with operations in Cameroon, Republic of Congo, China and Viet Nam. These typologies will include information on payment methods, network structures and connected entities, corruption vulnerabilities, concealment methods, and convergence with other crime types.
• Disseminate information, alerts/typologies regularly to United for Wildlife Financial Taskforce members, financial institutions, financial intelligence units, asset recovery units, and National Prosecuting Authorities.
• Establish trusting relationships with the specialised law enforcement units to be able to access new case information that informs the typologies, but in the reception of training and proactive investigations based on any information provided.
• Information and evidence gathered through project activities will be used to provide mentorship with designated bank officers and to conduct awareness raising/training to selected financial institutions' intelligence/risk units and specialised law enforcement units in Cameroon, Republic of Congo, China and Viet Nam to identify and investigate suspicious transactions related to illegal forestry and timber trade. Workshops will be held in each of the four target countries, each year, with 30 participants in each.
• Identify the key institutions and maintain effective stakeholder relationships within each country to promote engagement. Also build an understanding of the existing formal reporting structures between financial institutions, their respective financial intelligence unit and international bodies.
• Track and measure these project activities for reporting purposes.

• Experience in the financial sector and with analysis using database software, educated to degree level, with an interest in wildlife trade issues and a desire to make a difference. • Must be able to live and work in the United Kingdom. • A university degree or postgraduate degree in a relevant discipline (e.g. data-analysis, financial intelligence, or another relevant discipline). • Minimum of three years’ experience in the financial sector • Minimum of three years’ experience with the collection and collation of scientific data and data analysis; • Experience of database software (ideally IBM’s i2 software). Experience with compilation and analysis of data in Excel and with GIS software. Experience with statistical analysis is an advantage. • Experience in organisation, developing and giving training to target audiences is an advantage. • An eye for detail and a keen interest and ability to recognise connections between data; • Good interpersonal skills and ability to work effectively as part of a diverse team as well as independently, with respect for and sensitivity to multi-cultural approaches. • Ability to work independently and under pressure and to set own work priorities as appropriate and a capacity to meet deadlines. • Familiarity with and an interest in conservation, particularly wildlife trade issues. • Fluency in English with excellent English writing skills. Working knowledge of French and any other languages an advantage. • Independent thinker able to show initiative in developing innovative approaches. • Willingness to travel overseas, as required. • Experience developing typology reports and other information or briefing reports, an advantage. |
