BACKGROUND
IUCN, the International Union for Conservation of Nature, is a membership-based union uniquely composed of both government and civil society organisations. It provides public, private and non-governmental organisations with the knowledge and tools that enable human progress, economic development and nature conservation to take place together.IUCN is implementing a project to assess the impact of the China Pakistan Economic Corridor (CPEC) on Biodiversity in the Gilgit-Baltistan area. The proposed project has the overall objective of contributing to the preservation of biodiversity and preventing the degradation of the environment on an authorized and, wild fragile ecosystem, by introducing Pakistan in an international consensus. In addition, this project has two specific objectives. The first specific objective is to improve the knowledge of the global state of nature and help bring the degradation and the loss of biodiversity into mainstream political and economic decision making.
The second specific objective is to safeguard the biodiversity and livelihoods of local communities in selected locations of the Gilgit-Baltistan area in Pakistan from the impacts of the infrastructure development projects namely the China Pakistan Economic Corridor. The Gilgit-Baltistan, which are home to a variety of fragile ecosystems, are vulnerable to the effects of climate change, including glacial melting, This impacts biodiversity as well as the livelihoods of local communities. IUCN will organize the environmental assessments of infrastructure developments under CPEC in the select locations. IUCN will establish a high-level Technical Advisory Panel (TAP) to advise on environmental impacts strategically. The local community and the government will initiate some innovative pilots government with IUCN’s support for the demonstration of improved resilience to climate change, ecological and social safeguarding.
JOB DESCRIPTION
MAJOR RESPONSIBILITIES:

The incumbent will be responsible for implementing the project activities in GB in coordination with the Manager Islamabad Programme Office and Biodiversity Expert IUCN Pakistan.
The incumbent will also be responsible for coordinating with the Government of Gilgit-Baltistan, to effectively implement the project activities in collaboration with the Biodiversity Expert IUCN Pakistan. S/He will implement, manage and coordinate activities in the effective implementation of the project activities at GB. The incumbent will also collaborate with the other partners in GB in coordination with the Manager Islamabad Programme Office and Biodiversity Expert.S/He will be expected to demonstrate the project activities implementation and coordination with the key stakeholders at Government and community level. For the implementation of the project and for the biodiversity conservation in GB. S/He will be expected to have a clear idea of the functioning of the government departments, civil society, local organizations and area context. The incumbent is expected to be well aware of the China, Pakistan Economic Corridor and Belt and Road Initiative, particularly in the GB context.

SPECIFIC FUNCTIONS AND DUTIES:
PROJECT IMPLEMENTATION:
Set up the project implementation as per the project work plan and IUCN rules and regulations.
Prepare periodic project progress reports as per the project document and the signed agreement.
Coordinate and implement the project activities on-the-ground with required management.
Liaise with the respective government departments for the effective implementation of the project as well as exploring further opportunities for expansion and enhancing the impact.
Explore opportunities for resource mobilization for the extension of project beyond project duration and other relevant programme development in GB in coordination with Biodiversity Expert and Manager Islamabad Programme Office.
Organize the Lessons learning workshop at the end in coordination with Biodiversity Expert, Manager Islamabad Programme Office and the GB Government.

TECHNICAL INPUT:
Provide technical support in all the project interventions at the community level and overall.
Identify the additional technical support required within or outside the organization in coordination with Biodiversity Expert and Manager Islamabad Programme Office.

BUDGET MANAGEMENT AND REPORTING:
Conduct project expenses in line with the project budget and as per due approvals by the Project
Manager as per IUCN procedures for requisite approvals.
Record all project expenses and respective documentation and submit a bi-monthly and monthly expense report to the Project Manager accordingly.
Submit monthly progress report of the project activities implementation along with the plan for next month.
Document the lessons learnt through the project and share them with the Project Manager.
Collaborate with Biodiversity Expert and Project Manager to ensure the project implementation as per the project goals and objectives.

NETWORKING AND REPRESENTATION:
Coordinate with government line departments, donors, partners and stakeholders in GB to implement
project and day to day matters and meetings in coordination with Biodiversity Expert and Manager
Islamabad Programme Office.
Maintain regular coordination with the government in collaboration with Manager Islamabad Programme Office and Biodiversity Expert.
Maintain coordination with GB based Pakistan National Committee members, other organizations and
stakeholders working in GB during project implementation.

PROJECT OFFICE SET UP:
Set up project office in GB in collaboration with the local partners in GB for the implementation of project activities.
Coordinate with the consultants and interns for the implementation of project activities in collaboration with the Biodiversity Expert of IUCN Pakistan.
Submit monthly financial and progress report of the project office to the Manager Islamabad Programme Office.
Manage all the logistics and implementation at the GB level.

OTHER FUNCTIONS:
Provide active input to the formal and non-formal fora of IUCN and GB government.
Coordinate and oversee the consultants and other human resource engaged for project implementation for the timely completion of the assigned tasks and optimum effectiveness and productivity.
Support the Project Manager in the oversight and quality control functions of the project implementation.
Responsible for the administrative and implementation related tasks of the project in GB.
Carry out any other relevant tasks as required by and mutually agreed with the line manager/
supervisor(s).
REQUIREMENTS
  • At least a Bachelor’s Degree in Zoology, Wildlife Ecology, NRM, Environmental Science or any other relevant degree with 4 years of experience in development/research-related work, particularly in the field of biodiversity conservation.
OR


• Masters/MPhil in Zoology, Wildlife Ecology, NRM, Environmental Science or any other relevant degree from a recognized university with 3 years of related experience

• Excellent command of English, Urdu language (verbal/written) and local languages including Shina and Brushiski

• Excellent communication and presentation skills

• Experience in office applications (MS Word, Excel and PowerPoint) and statistical packages like R, Python etc

• Physically fit for travelling/trekking in rugged mountain areas.

• Familiarity with the social, cultural, and geographical context of GB will be an asset.

• Aptitude for teamwork and willingness for extensive field work in GB
SALARY
The gross annual salary for this position is between PKR 2'980'730 and PKR 3'725'912. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
