LOCATION: MBALE,EASTERN UGANDA

BACKGROUND:

The IUCN Eastern and Southern Africa Regional Office (ESARO) operates in twenty-four countries in the Horn of Africa, covering Eastern and Southern Africa, and the Western Indian Ocean (WIO). The ESARO region is extremely rich in biodiversity with a high number of endemic species and the largest populations of iconic wildlife left on the continent. ESARO’s Programme focuses on biodiversity conservation through a diverse portfolio of projects and programmatic initiatives ranging from activities at the level of individual protected areas to shaping regional policy on biodiversity conservation. ESARO defines and delivers on its programmatic priorities in collaboration with IUCN members, commissions and other strategic partners. The IUCN Uganda Country Office is responsible for delivering programmes and projects in Uganda. The Country programme has three major thematic areas of Forest and People, Water and Wetlands and drylands which anchor into the ESARO regional programmes. The Uganda Country Office has developed a new programme themed around delivering healthy and resilient ecosystems for inclusive socio-economic transformation. The strategy responds to Uganda’s ambition of securing natural resources and biodiversity, while ensuring inclusive transformational socio-economic growth of the population.

SPECIFIC DUTIES:

General;

Under the overall supervision of the Senior Programme Officer with a functional reporting line to the Country Representative, the Temporal Project Officer will assist in the coordination and implementation of the following projects in Eastern Uganda, namely;
The Green Climate Fund (GCF) Project implemented by the government of Uganda through the Ministry of Water and Environment.
2Technical supervision of implementation of catchment management measures in Lwakhakha sub catchment, implemented by the government of Uganda through the Ministry of Water and Environment.
Implementation of full scale source protection measures in Mbale implemented by the government of Uganda through National Water and Sewerage Corporation.
Stabilizing Land Use: Protected Area (PA) categories V and VI as landscape mechanisms for enhancing biodiversity in agricultural land, ecological connectivity and REDD+ implementation.

This will include the following general responsibilities:
Ensure that project activities are implemented on track and contributing to the timely achievement of the project’s deliverables;
Under the guidance of the Senior program officer - provide technical inputs and guidance into the outputs of the projects as required;
Collate information on a regular basis from the project components and prepare project reports, technical series and other innovative communication materials as appropriate.
Support the Mt Elgon programme portfolio as implemented by the country office

Specific tasks;

Project management, administration and implementation;
Organise, supervise and support the implementation of the assigned project activities, including those to be implemented in the various sites in Eastern Uganda;
Manage projects’ budgets accordingly to the work plan;
Assist in the supervision of in-country project consultants employed for the implementation of the projects;
Organise and/or assist in the organisation and implementation of workshops, seminars and training activities, and provide technical guidance and logistical support to these events;
Work and coordinate with government, other implementing organisations as well as other stakeholders in the implementation of the projects’ activities.
Contribute to the implementation of regional assignments when required.
With support from the Senior Program Officer, provide monthly updates on the projects to the program team.

Project planning, assessment and reporting;
Assist in drawing up of detailed work plans, listing activities, timelines and responsibilities;
Assist in the preparation of technical reports, according to the project’s agreements and internal institutional monitoring requirements;
Facilitate external monitoring and evaluation processes relating to the projects, where necessary.

Technical support and guidance;
Under the guidance of the Senior Program Officer, provide technical input into workshops, meetings and reports that pertain the projects.
Contribute to national and sub-national discussions and debate as may be required.
Ensure quality regarding the engagements as well as deliverables at National and Subnational level, where needed, provide technical support in the implementation of other projects under the Mt Elgon portfolio.

Networking, relationship building and communications;
With the assistance of the Senior Program Officer, participate and support in the development of strategic communications’ products and contribute to the effective presentation of project experiences and lessons learned;
Convene planning and coordination meetings for key project partners on a regular basis.
Assist in developing and maintaining close relations and communications with existing relevant national and subnational networks.
Build relationship and coordinate activities with staff and other implementing organisations of the projects, both at national and subnational levels;
