Nature Based Solutions and Ecosystems Specialist – Mozambique

BACKGROUND:
The IUCN Eastern and Southern Africa Regional Office (ESARO) runs a number of Regional and Country based projects. Some of these projects include Knowledge Hubs on Forest Landscape Restoration (FLR), Climate and Livelihoods Resilience and Environmental Clubs. The Knowledge Hubs work together with IUCN Academy and the Provincial Directorates of (1) Agriculture and Artisanal Fisheries, (2) Environment and Territorial Development and (3) Ministry of Science, Technology and higher Education. They link to the central level via the respective Ministries and/or National Funds and Agencies.
With funds from the International Climate Initiative, CARE and Peace Parks Foundation, IUCN will start the implementation of a Community based Climate Initiative, which will operate in Mozambique, Zambia and Zimbabwe. (See Annex 1 for project Summary) in the province of Inhambane, Districts of Mabote (Including Zinave National Park), Govuro, Inhassoro and Vilankulos.
IUCN is also implementing a Sustainable Agriculture and Corridor Development project, SUSTAIN ECO (See annex 2 for project summary). SUSTAIN was conceived as a multi-year initiative focused on catalyzing climate-resilient development that balances economic growth with ecosystem stewardship and social prosperity. Running from 2014 to 2020, a first phase of SUSTAIN established a solid foundation of partnerships with business, government agencies, local communities, farmer groups, and others in the landscapes to deliver on this vision. Building on these networks and the achievements of the initial phase, IUCN is spearheading the development of a second phase of SUSTAIN through two complementary programmes, SUSTAIN Pro and SUSTAIN Eco, both underpinned by equity and inclusion and striving to accelerate a shift from business-as-usual to development paradigms that build resilience in economies, people and nature.
To prepare and monitor the projects ‘sustainable land restoration and land development, and supervise sustainable agriculture practices and sustainable ecosystems restoration, inclusive of roles for the communities, roles for climate resilient initiatives and alternative income generating activities, such as agroforestry systems, IUCN is looking for a senior Ecosystems / FLR specialist, to be based in the Maputo Office but to cover Mozambique and Zimbabwe intervened areas.
This will be a local recruitment and the position will be located in the IUCN-Mozambique Office, with travel in the region as requested. This is a 100%-time position. The Ecosystems/FLR Specialist Officer will be integrated in the wider regional programme team and shall support monitoring and evaluation processes of the regional projects, ensuring that landscape plans and ecosystem services are restored for the good of the livelihoods and climate resilience.
Working under the supervision of the Programme Manager, with technical guidance from Regional Programme Coordinator, the Nature Based Solutions and Ecosystems Specialist is responsible for ensuring that restoration plans are developed with quality, supervise its implementation, ensure indicators are aligned, field monitoring data is collected, registered in the projects M&E reports and opportunities and constraints are early identified to ensure timely use and response.
SPECIFIC DUTIES:
Coordinate and lead the preparation and supervision of activities related to the restoration of degraded lands and ecosystems as well as the management of forest, landscape and natural resources, as well as other related initiatives at the request of the Manager;
Develop the natural resources management program and all activities related to the management of natural resources, prepare work plans, identify supervise community-based groups as restoration/implementing partners and establish effective partnerships with them for the proper delivery of program activities and achievement of projects’ goals;
Guide the Communications for development team in the development of manuals and practical guides on restoration activities, including agriculture and coastal activities and degraded natural ecosystems, for improved climate resilience and alternative and sustainable income generating activities.
Support presentations to IUCN teams and to donors to support mobilization of the financial and human resources necessary for the effective implementation of program activities within the scope of ecosystems and natural resources management;
Develop, in dialogue with the M&E specialist of the Management Unit and other members of the technical team, a system for monitoring and evaluating ecosystems, EBA/CBA/natural resources/forest management projects in order to guarantee adaptive management and learning;
Provide timely and quality information to the Coordinator of the Management Unit in relation to activities carried out and planned within the scope of forest resource management;
Support the implementation of a communication, dissemination and dissemination strategy for lessons learned within the scope of natural resources/ecosystems/forest management during the implementation of activities;
Maintain dialogue and continuous flow of information with colleagues and teams in similar roles in other IUCN departments, and with relevant government institutions;
Ensure adequate involvement in the Projects and in the field of ecosystems/natural resources/forest management;
Ensuring that issues relevant to the management of crosscutting Ecosystems and natural resources management are adequately mainstreamed in the actions carried out by the projects´ teams;
Ensure monitoring of IUCN and donor standards and cross cutting themes; projects;
Carry out other relevant tasks assigned by, and mutually agreed with, the direct and co-direct line managers;
Perform other duties as may be assigned from time to time.

• POSITION REQUIREMENTS: Education; Master’s degree in natural resources, agriculture, biodiversity or environmental studies, or any other field that is relevant for this position; At least Diploma level Training(s) in Landscape and conserved and protected areas management. Work Experience; 15years experience in landscape management and restoration, preferably including conserved and protected areas; With a minimum of 5 years’ experience in monitoring and evaluation of natural resource management and conservation related projects. Preferably with experience in working with FLR/EBA IUCN tools and standards. Language Proficiency; Fluency in written and spoken Portuguese and English Core Competencies; Transparency: Able to build trust and contribute to informed and responsible decision making by carrying out the work of IUCN in a transparent manner; provides clear guidance to ensure that objectives and desired measurable results are understood by members of the team. Inclusiveness: Understands and accepts cultural diversity, and provide a tolerant, positive and supportive working environment that fosters respect for diversity, demonstrates ability to work in a multicultural, multi ethnic environment and to maintain effective working relations with people of different nationalities and cultural backgrounds. Functional competencies; Strong analytical and research skills; ability to see behavioural patterns and react proactively; Solid knowledge of human/wildlife and human/biodiversity behaviour and conflict resolution; Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; and office technology equipment; Excellent knowledge of statistics and research methodology including sampling techniques and use of statistical applications for environmental education and CBA campaigns, with a focus on climate resilience and environmental protection; Excellent interpersonal skills and a strong team player with the ability to work effectively within multicultural and multidisciplinary teams; Ability to collaborate well with the teams, including those working at remote locations, while also taking initiative to complete assigned tasks with high competence; Capacity to produce high-quality briefs and reports; Detail-oriented, flexible and hardworking; Creative, engaging, full of initiative, resourceful; Committed to continuous learning and proactive and mature attitude towards self-development; Demonstrable good understanding of the nature conservation landscape, challenges, opportunities and priorities in Mozambique and the region. |
