Programme Coordinator, IUCN Sri Lanka

The Programme Coordinator plays an important role in supporting the overall growth and sustainability of IUCN's programme in Sri Lanka. Under the direct supervision of the Country Representative (CR), IUCN Sri Lanka, and in close collaboration with all Programme/project staff, as well as relevant Corporate Services staff, the Programme Coordinator will ensure effective and timely development, planning, delivery, monitoring and evaluation of an integrated and coherent programme for IUCN Sri Lanka and achieve programmatic and financial objectives. S/He also supports the Country Representative in effectively coordinating the country programme to ensure coherence and integration of the country programme with the Asia Regional, sub-regional and global thematic programmes.

Programme Development and Resource Mobilisation
• Coordinate with the Country Representative in mapping out programme development and strategic priorities for the country, including their relevance and contribution to sub-regional and regional agenda;
• Ensure the development of good quality strategic, intersessional and annual plans, including the development and regular monitoring of programme and project work plans;
• Support the CR in exploring and identifying new partnerships for mobilising resources to expand the country's project portfolio under its priority programme areas and strategic themes;
• Lead the development of quality technical and financial proposals in close cooperation with both the technical and finance team of the country office and, liaise with ARO Programme Officers leading relevant programme areas and strategic themes.
• Ensure that country programme engages with relevant IUCN members and Commission members, and is aligned with the government's priorities within the IUCN programming framework.
• Provide programme development support and advice to staff in preparing project concepts and proposals, including facilitating technical input and reviews from appropriate thematic areas, as needed.
• Ensure all the projects are aligned with the IUCN regional and global programme results framework, including programme areas and strategic priorities;
• Conduct regular programme meetings to monitor project development initiatives and activities;
• Contribute to the development of sub-regional programme agenda and strategy, and coordinate with the Sub-regional Programme Development Coordinator.
Portfolio Management, Monitoring and Reporting
• Coordinate the process of country project portfolio planning, monitoring and reporting following guidelines regional and global Secretariat;
• Work with the CR, the Head of Finance, and the Head of Human Resources on matters related to the preparation of project budgets and donor contracts, the definition of the core functions and costs of IUCN, integration of annual work planning and budgeting, and new financing mechanisms;
• Work with the Country Representative, and Finance and Human Resources teams, on matters related to financing and sustainability, notably updating and reviewing of ABC list;
• Maintain project information to keep these complete and current in the IUCN project portal and other portfolio monitoring tools, in coordination with Regional Portfolio Management Officer
• Liaise closely with project teams to ensure outputs and commitments identified in work plans are delivered in a timely and effective manner and any resulting products are of high quality;
• Ensure compliance with periodic project reporting requirements by both donors and IUCN Secretariat (e.g. Quarterly Progress-Reports & Annual Report);
• Be directly responsible for the management of a thematic programme and/or project, as required to serve as thematic head or project manager.
Compliance and Assurance
• Ensure that the country office operationalises the Project Guidelines and Standards (PGS) and the Project Appraisal and Approval System (PAAS), including the project portal;
• Integrate monitoring and evaluation in the work of all projects, including the development and use of performance indicators for quality management;
• Support programme and project evaluations and participate in related reviews, as necessary;
• Ensure that lessons learnt in various projects and units are documented and internalised in the current and future work of IUCN at the country office;
• Facilitate, guide and assist all programme units in using the tools and techniques available in IUCN for planning, monitoring and evaluation (M&E) and reporting;
• Monitor and support project staff in identifying risks, developing risk management strategies, monitoring risks and maintaining/updating the risk registry;
• Develop a county-level risk registry and update it as per the IUCN standards.
Staff Capacity Development
• Use the annual performance management cycle and individual capacity-building needs to develop and implement a targeted capacity-building programme at the country office in consultation with the sub-regional HR team and the Country Representative;
• Undertake specific capacity-building initiatives and activities (training, mentoring, other) tailored to staff requirements in consultation with the Country Representative and in collaboration with relevant units at the Asia Regional Office;
• Provide overall guidance and advice on project development, proposal writing and donor intelligence;
• Manage the performance of individual reporting staff members in line with objectives, milestones and success criteria identified.
Other tasks
• Represent Country Programme in external and internal IUCN meetings at national, regional and international levels, as needed;
• Oversee and support country office functions for members engagement, knowledge management and/or stakeholder communications, as assigned by the County Representative;
• Support Country Representative to report to the sub-regional management committee;
• Undertake any other tasks that may be assigned and mutually agreed upon with the line manager.
Please Note: The above TOR contains the main responsibilities and duties of this position. However in an ever evolving organisation such as IUCN staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular TOR. Where any task becomes a regular part of staff member's responsibilities, the TOR should be changed in consultation between the manager, the staff member and the HR Unit. Any one of the three may initiate the consultation.
• Master's Degree in academic disciplines related to environment and natural resources such as applied biological/natural/physical sciences, economics and interdisciplinary social sciences; PhD-level education is an advantage. • At least 8 years of progressively responsible work experience in mid-senior level with government / international org. in programme/project development and management. • Demonstrated capacity in project concept and proposal development, grant-writing and resource mobilisation, and donor/funder engagement. • Proven track record in effective coordination of all phases in programme/project cycle management from development and planning to implementation/execution and monitoring-evaluation-reporting. • Excellent analytical, interpersonal and team building skills and ability to manage performance of teams and members; exhibit cultural awareness and sensitivity to diversity and gender issues. • Prior in-country experience in Sri Lanka and preferably within the context of regional and international programmes and organisations. • Proficient in the use of computers and modern office equipment for data and information management, as well as virtual and online communications. • Strong presentation and communication skills; fluency in written & spoken English and the official language/s of the country. • Demonstrated ability to write excellent, high quality technical reports, within tight deadlines. • Ability to work under pressure and to meet and deliver deadlines. • Willingness to travel frequently, both local and internationally. • Hold citizenship and legal authority to work in country of assignment. |
