Manager, Islamabad Programme Office

The incumbent will be responsible to manage the administrative affairs of Islamabad Programme Office providing conceptual, programmatic and administrative input ensuring effective political management of IUCNP programmes and implementation of Projects.
The incumbent will be responsible to manage the affairs relating to Khyber Pakhtunkhwa, FATA, Gilgit-Baltistan and AJK providing conceptual, programmatic and administrative input ensuring effective political management of IUCNP programmes and relationships with the constituency.
SPECIFIC DUTIES:
1. PROGRAMME MANAGEMENT AND DEVELOPMENT:
1.1 Develop, coordinate and see through the implementation of the policy and institutional strengthening component of the IUCN in Islamabad Office so as to influence policy making institutions and processes to mainstream environment and development; and support related capacity development and institutional strengthening to the partner organization;
1.2 Promote the interests of the organisation through building up of strong linkages and cordial relationships with the Government at all levels, NGOs, local government institutions, educational and research institutions, other projects, donors and IUCN members and partners working in Islamabad Office;
1.3 Develop and manage implementation of sectoral programmes, frameworks and projects in Khyber Pakhtunkhwa, FATA, Gilgit-Baltistan and AJK to support implementation of IUCNP Country Programme;
1.4 Facilitate programme linkages between the Islamabad Programme Office and other Programme Offices;
1.5 Provide ideas and inputs for further programme development.
2 TECHNICAL SUPPORT:
2.1 Ensure organisational coherence between the various components of IUCNP programme with the rest of the organisation;
2.2 Depending on the background and expertise, provide technical input into relevant programmes and projects of IUCN Pakistan;
2.3 Facilitate exchange of information and support within the organization.
3. OVERSIGHT AND QUALITY CONTROL FUNCTIONS:
3.1 Ensure implementation of HR systems according to IUCN policies and procedures, and facilitate professional development of staff; Ensure implementation of HRD systems according to IUCNP policies, and facilitate capacity building measures;
3.2 Ensure that systems in the office run smoothly, and according to standard IUCN policies and procedures;
3.3 Supervise financial and administrative systems in the office and maintain its integrity;
3.4 Provide administrative oversight to the office, including all IUCN initiatives in Islamabad Programme.
4. NETWORKING AND REPRESENTATIONAL FUNCTIONS:
4.1 Represent IUCN Pakistan at various meetings and events as and when required;
4.2 Develop and maintain a dynamic and enabling culture and spirit;
4.3 Carry out effective political management of IUCN Pakistan’s relationship with its constituency.
5. OTHER FUNCTIONS:
5.1 Ensure efficient functioning of all IUCNP communication systems in Islamabad Office;
5.2 Keep close liaison with various IUCNP Offices.
Carry out any other relevant tasks as required by and mutually agreed with the line manager.
• A Masters degree preferably in natural sciencesand/or natural resource management sciences, environmental sciences or sustainable development. • At least 10 years of proven and progressive work experience in senior management role within the similar organizations. • Strong experience and knowledge in Natural Resources Management and a thorough experience in programme/project development and design. • A proven track record of managing adaptive organizations and handling complex operations and diverse teams with a special focus on strategic programme planning and project development and design. • Experience of working with government, donors, communities and the private sector. • Knowledge and experience with donor funded programmes and projects. • Demonstrated ability to manage and lead a highly qualified and diverse team of experts. • Strong communication and conflict resolution skills; ability to network with multiple stakeholders; strong cultural awareness and sensitivity to gender issues. • Excellent interpersonal, team building and negotiation skills. • Fluency in written and spoken English and Urdu, computer literacy and willingness to travel frequently. |
