Senior Programme Manager European Regional Office

The IUCN European Regional Office (EURO) provides vital linkages for IUCN Members, National Committees, Commissions and the Secretariat to governments, EU institutions, NGOs, scientists, practitioners, the private sector and other stakeholders to accelerate the implementation of the European Green Deal, the EU 2030 Biodiversity Strategy and related national and regional biodiversity plans. It provides knowledge and advise decision makers to improve conservation policy and action, connect and engage.
IUCN EURO is looking for a highly motivated Regional Coordinator, Nature Restoration to join our Programme and Policy team. This position will lead IUCN’s work on nature restoration in Europe. The successful candidate will have people and portfolio management responsibilities, partner and donor relationships, and support the implementation of the IUCN programme in the region. This is a strategic position in the IUCN European Regional Office.
Under the supervision of the Regional Director for Europe, and in close collaboration with EURO teams and IUCN Centres and Regional Offices active in Europe, the EURO Senior Programme Manager will be responsible for the effective implementation of the IUCN Programme and management of regional nature restoration and nature-based solutions teams and project portfolios.
As a member of the EURO senior management team, the Senior Programme Manager will have the following specific responsibilities:
Programme implementation and team management
• Provide strategic leadership and guidance in delivering IUCN’s Programme in Europe with a focus on nature restoration and nature-based solutions;
• Guide the definition of thematically-aligned regional priorities and programme targets;
• Oversee the development and implementation of a strategic regional portfolio of projects on nature restoration and nature-based solutions;
• Ensure EURO projects are delivered on time, within budget, and in line with donor requirements and expectations;
• Oversee external partners to guarantee their efficient performance and quality delivery of services;
• Lead the IUCN European nature restoration and nature-based solutions teams, fostering collaboration, positive team spirit, and efficient execution of activities;
• Oversee the annual performance planning of responsible staff and advise the Regional Director on priorities for organisational development;
• Coordinate with IUCN Centres and Regional Offices to enhance synergy and integrated approaches in Programme implementation in Europe.
Strategic partnerships and resources mobilisation
• Develop and manage strategic partnerships with key stakeholders and partners in Europe;
• Assist in creating and disseminating IUCN knowledge tools and standards on nature restoration and nature-based solutions;
• Actively collaborate with IUCN Members and Commissions in Europe ensuring their participation in knowledge management and programme delivery;
• Proactively identify funding opportunities for nature restoration and nature-based solutions and ensure a healthy pipeline of project proposals;
• Build and nurture donor relations with a view to diversifying funding sources for programme delivery in EURO;
• Support communication activities related to nature restoration and NbS in EURO and support development of outreach material;
• Monitor and analyse policy trends and regulatory frameworks related to nature restoration and NbS in the EU and ensure they are reflected in EURO’s activities.
• Represent IUCN at external events and meetings.
Please Note: The above TORs contain the main responsibilities and duties of this position. However, in an ever-evolving organisation such as IUCN staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular TORs. Where any task becomes a regular part of staff member’s responsibilities, the TORs should be changed in consultation between the manager, the staff member and the HR Unit. Any one of the three may initiate the consultation.

• Affinity with the vision and mission of IUCN; • Master’s degree in a subject relevant to the tasks to be performed; • At least 10-15 years of professional experience in project management, of which at least 5 years should be of project management and people management in an international context; • Experience working within international development organizations, NGOs, or multilateral institutions; • Proven record of accomplishments in project development and implementation; • Familiarity with EU funding and experience in project fundraising; • Good understanding of the socio-economic aspects of nature conservation and ecosystem restoration; • Knowledge of the EU biodiversity policy context and familiarity with global environmental policies, frameworks, and conventions, particularly those relevant to nature restoration is a strong asset; • Excellent writing and communication skills, with the ability to produce high-quality policy briefs and reports; • Strong leadership and teamwork abilities, with experience managing cross-functional teams; • Full computer literacy, with experience in applying Microsoft Office as a minimum skill set; • Strategic thinking and problem-solving skills with a results-oriented approach; • Ability to work within a team and independently; • Ability to meet tight deadlines without compromising the quality of outputs; • Highly motivated to learn and develop new skills, keen to bring in own ideas; • Ability to travel, at times frequently; • Excellent verbal and written communication skills in English, including ability to communicate complex issues to a wide range of audiences. A second language (French, Spanish) is highly desirable. |
